REGULAR MEETING
CITY COUNCIL & WPC AUTHORITY
AUGUST 4, 2014
A REGULAR MEETING was held by the City Council & WPC Authority in the Auditorium on Monday, August 4, 2014.
Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat and City Councilors Drake Waldron, Anne Ruwet, Gregg Cogswell, Christopher Anderson and Paul Cavagnero. City Councilor Paul Samele was absent.
Mayor Carbone called the meeting to order at 6:37 p.m.
MINUTES
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to accept the minutes of the Regular Meeting held July 21, 2014. Councilor Ruwet abstained.
OPEN TO THE PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to open the meeting to the public.
Mr. & Mrs. Gabor Pinter explained the difficulties they have had with the Tax Collector and asked that their letter be included in the record of this meeting.

On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to authorize the following payments:

THS ATHLETIC FIELDS PAYMENT
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to authorize the payment of $210,225.50 to H.I. Stone for Appl. 1 CAP702 for construction services during the period of May 30, 2014 through June 30, 2014 on the THS Athletic Fields project.
BUSINESS BY DEPT. HEADS
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously
to consider business presented by Department Heads. There was no business presented.
BUSINESS BY MAYOR AND COUNCIL
On a motion by Councilor Anderson, seconded by Councilor Waldron, the Council voted unanimously
to consider business presented by the Mayor and members of the City Council.
Councilor Cavagnero asked for an update on the audit of the Tax Collector’s records. Mayor Carbone said it is not quite complete and she hopes it will present a true picture to help create a contract for an RFQ in August or September.
Mayor Carbone introduced her summer intern from Torrington High School who will draft ordinance language for regional animal control fees. She asked the Ordinance Committee to include the intern in the entire process to give her the best internship possible.
ADJOURNMENT
On a motion by Councilor Ruwet, seconded by Councilor Cavagnero, the Council voted unanimously
to adjourn at 6:53 p.m.
