REGULAR MEETING
CITY COUNCIL & WPC AUTHORITY
APRIL 21, 2014
A REGULAR MEETING was held by the City Council & WPC Authority in the Auditorium on Monday, April 21, 2014.
Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat and City Councilors Anne Ruwet, Gregg Cogswell, Christopher Anderson, Drake Waldron, Paul Samele and Paul Cavagnero. City Clerk Joseph Quartiero, WPCA Administrator Ray Drew, Comptroller Alice Proulx, Fire Chief Gary Brunoli and IT Director Gerald Crowley were also present.
Mayor Carbone called the meeting to order at 6:30 p.m. beginning with the Pledge of Allegiance.
MINUTES
On a motion by Councilor Cogswell, seconded by Councilor Waldron, the Council voted unanimously
to accept the minutes of the Special Meeting held March 17, 2014. Councilors Samele and Anderson abstained.
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to accept the minutes of the Special Meeting held jointly with the Board of Public Safety on March 25, 2014. Councilors Samele and Anderson abstained.
OPEN TO PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously
to open the meeting to the public.
Anthony Basso of 34 Chamberlain Street spoke about the impact of hiring seven new firefighters. He compared the new-hires’ costs to current overtime costs and questioned that any savings could be achieved. He said his limited income cannot support tax increases.
Mr. Basso further questioned the need for an Ordinance allowing a box painted on the road in front of the Police Department to keep its driveway from being blocked. Councilor Cogswell, Ordinance Committee Chairman, explained that the need has been there but the legislation allowing it is recent.
RESOLUTION: Torrington Child Care
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously
to adopt the following resolution authorizing the Mayor to enter/amend a contract with the CT Office of Early Childhood for the Torrington Child Day Care program:
RESOLVED: That the Mayor, Elinor Carbone is empowered to enter into or amend contractual instruments in the name and on behalf of the City of Torrington, with the Connecticut Office of Early Childhood for a Child Day Care program, if such an agreement is offered, and to have the corporate seal affixed to all documents required as a part of any offered agreement.
SMALL CITIES LOAN REPAYMENT
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously
to authorize the payment of $400.00 to NCDA for Tim Waldron's registration fee for the NCDA Winter Legislative & Policy meeting.
SMALL CITIES PROJECT 143-346
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously
to accept the Small Cities Committee's recommendation to approve Project #143-346. Councilor Waldron explained the Small Cities Committee determined that this emergency roofing and interior repair project should be approved.
ADD TO AGENDA
On a motion by Councilor Cogswell, seconded by Councilor Waldron, the Council voted unanimously to add Section B to the agenda.
SCHEDULE PUBLIC HEARING: Franklin Street
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to schedule a public hearing on Monday, May 5th to discuss funding of .the Franklin Street Parking Lot project. Mayor Carbone explained that as this project has been moving through various boards for approval, it’s time to bring it to City Council for their review and approval. She said the funding will be from an EPA Revolving Loan Fund granted to the City 4 ½ years ago.
BUSINESS BY DEPT. HEADS
On a motion by Councilor Anderson, seconded by Councilor Samele, the Council voted unanimously
to consider business presented by Department Heads. No business was presented.
BUSINESS BY MAYOR AND COUNCIL
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously
to consider business presented by the Mayor and members of the City Council.
Mayor Carbone announced upcoming events including the Earth Day Clean-Up, Fireworks Fundraising, Solarize CT’s presentation, a ribbon-cutting ceremony at Michael’s store and a Cyberbullying Community Conversation organized by the United Way.
Mayor Carbone welcomed the Boy Scouts attending the meeting.
ADJOURNMENT
On a motion by Councilor Ruwet, seconded by Councilor Anderson, the Council voted unanimously
to adjourn at 6:44 p.m.
