SPECIAL MEETING
CITY COUNCIL & WPC AUTHORITY
March 17, 2014
A SPECIAL MEETING was held by the City Council & WPC Authority in the Auditorium on Monday, March 17, 2014.
Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat and City Councilors Anne Ruwet, Gregg Cogswell, Drake Waldron, Paul Cavagnero and Christopher Anderson. Also present were IT Director Gerald Crowley, Superintendent of Parks & Recreation Brett Simmons, Comptroller Alice Proulx, Fire Chief Gary Brunoli, Director of Public Works Gerald Rollett, City Engineer Ed Fabbri, Fleet Manager Emil Castro, Superintendant of Streets Robert Lizotte, Economic Development Director Erin Wilson, Police Chief Michael Maniago and Mayoral Aid Timothy Waldron. City Councilor Paul Samele was absent.
Mayor Carbone called the meeting to order at 7:11 p.m.
TENTATIVELY APPROVE BUDGETS
Engineering
On a motion by Councilor Anderson, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Engineering budget of $572,416. Mayor Carbone noted that this includes a request for additional staff as this department has been understaffed for a number of years.
Street Dept.
On a motion by Councilor Ruwet, seconded by Councilor Anderson, the Council voted unanimously to tentatively approve the Street Department budget of $4,644,341.
Parks Dept.
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Parks Dept. budget of $1,120,986.
City Real Estate
On a motion by Councilor Ruwet, seconded by Councilor Anderson, the Council voted unanimously to table the tentative approval of the City Real Estate budget of $155,511. Mr. Rollett added that this budget includes the Armory and Southwest School.
Public Works Director
On an amended motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Public Works Director budget of $139,650. Ms. Proulx noted that this budget has been reduced from $143,299 due to corrections for equipment maintenance chargeback and vehicle replacement line items.
City Hall
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to tentatively approve the City Hall budget of $194,015.
Landfill
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to tentatively approve the Landfill budget of $975,000.
Streetlight and Sanitary Sewer
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to
tentatively approve the Streetlight and Sanitary Sewer budget of $453,348.
Health
On a motion by Councilor Anderson, seconded by Councilor Cogswell, the Council voted unanimously to
tentatively approve the Health budget of $2,899,124. Mr. Rollett said that the refuse contract is based on a 2% cost of living increase.
Recreation
On a motion by Councilor Ruwet, seconded by Councilor Anderson, the Council voted unanimously to tentatively approve the Recreation budget of $384,324.
Coe Park
On a motion by Councilor Waldron, seconded by Councilor Anderson, the Council voted unanimously to tentatively approve the Coe Park budget of $176,945. Mayor Carbone said this is a spending plan funded by the Coe Trust.
ADJOURNMENT
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously
to adjourn at 7:30 p.m.
