SPECIAL JOINT MEETING
CITY COUNCIL & WPC AUTHORITY & BOARD OF FINANCE
OCTOBER 15, 2013
A SPECIAL MEETING was held jointly by the City Council & WPC Authority and the Board of Finance in the City Hall Auditorium on Monday, October 15, 2013.
Those in attendance included Mayor Gerald Zordan, Corporation Counsel Raymond Rigat, City Councilors Gregg Cogswell, Paul Samele, Drake Waldron, Marie Soliani, and Elinor Carbone, Members of the Board of Finance Bill Lamoin, Laurene Pesce, Frank Rubino and Brian Paganini. Also present were Fire Chief Gary Brunoli, Comptroller Alice Proulx, and Mayoral Aide Timothy Waldron.
Mayor Zordan called the meeting to order at 6:03 p.m.
SALARY INCREASE – Town & City Clerk
On an amended motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to approve a 3% salary increase for the position of Town & City Clerk effective January 6, 2014 and a 3% salary increase effective January 5, 2015, tabled on September 23 and October 7, 2013. Councilor Soliani said that 3% is more than fair for an elected position that is not part of the Management Resolution, and it is not a reflection of the person holding the seat. Councilor Carbone said she thinks a 3% increase will be enough to bring that position more in line with what other City Clerks are making around the state.
SALARY INCREASE – Treasurer
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to approve a 3% salary increase for the position of Treasurer effective December 2, 2013 and a 3% salary increase effective December 1, 2014.
SALARY INCREASE – Mayor
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted 3/1 to approve a 3% salary increase for the position of Mayor effective December 2, 2013 and a 3% salary increase effective December 1, 2014. Councilor Cogswell said he will not support this motion as he believes the position of Mayor is more in line with other municipalities in terms of population and where we should be. Councilors Waldron, Soliani and Samele voted in favor, Councilor Cogswell was opposed and Councilor Carbone abstained.
TRANSFER FUNDS – SALARY INCREASE
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to authorize a transfer for FY13/14 from the Officials & Wage Increases line item #0010.0044.5759.0000 for the positions of Town & City Clerk, Treasurer and Mayor, pending Board of Finance approval. Councilor Carbone abstained.
TRANSFER FUNDS – SALARY INCREASE
On a motion by Mrs. Pesce, seconded by Mr. Lamoin, the Board of Finance voted unanimously to authorize a transfer for FY13/14 from the Officials & Wage Increases line item #0010.0044.5759.0000 for the positions of Town & City Clerk, Treasurer and Mayor.
EXECUTIVE SESSION
On a motion by Councilor Waldron, seconded by Councilor Soliani, the City Council and Board of Finance voted unanimously to enter Executive Session with both boards under Pending Litigation - Tax Collector at 6:12 p.m.
OPEN SESSION
On a motion by Councilor Waldron, seconded by Councilor Soliani, the City Council and Board of Finance voted unanimously to enter Open Session at 7:00 p.m.
TRANSER FUNDS – DEPOSITION DISCOVERY
On an amended motion by Mr. Rubino, seconded by Mrs. Pesce, the Board of Finance voted unanimously to authorize the expense of up to $20,000 from the Contingency account for purposes of conducting deposition discovery in a lawsuit filed by the Tax Collector against the City of Torrington captioned "Robert T. Crovo vs. City of Torrington, Docket #LLI-CV-13-6009273-S," having been approved by City Council on October 7, 2013.
TRANSER FUNDS – FORENSIC AUDIT OF TAX COLLECTOR
On a motion by Mrs. Pesce, seconded by Mr. Rubino, the Board of Finance voted unanimously to authorize the expense of up to $99,000 from the Contingency account, for purposes of a forensic audit of the financial records and books of the Torrington Tax Collector, having been approved by City Council on October 7, 2013.
ADJOURNMENT
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously
to adjourn at 7:02 p.m.
