PUBLIC HEARING
CITY COUNCIL & WPC AUTHORITY
July 1, 2013
A PUBLIC HEARING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, July 1, 2013 to review and discuss proposals for participation in the 2013 Neighborhood Assistance Act.
Those in attendance included Mayor Ryan Bingham, Corporation Counsel Raymond Rigat, City Councilors Gregg Cogswell, Drake Waldron, Gerald Zordan, and Elinor Carbone. City Councilors Paul Samele and Marie Soliani were absent.
Mayor Bingham called the public hearing to order at 6:36 p.m.
City Clerk Joseph Quartiero read the legal notice.
There was no one present who wished to speak.
Mayor Bingham closed the public hearing at 6:37 p.m.
2013 NEIGHBORHOOD ASSISTANCE ACT
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Board of Councilmen voted unanimously, by roll call vote, to accept the proposals presented for participation in the 2013 Neighborhood Assistance Act.
ADJOURNMENT
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to adjourn at 6:38 p.m.

REGULAR MEETING
CITY COUNCIL & WPC AUTHORITY
July 1, 2013
A REGULAR MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, July 1, 2013.
Those in attendance included Mayor Ryan Bingham, Corporation Counsel Raymond Rigat, City Councilors Gregg Cogswell, Drake Waldron, Gerald Zordan, and Elinor Carbone. City Councilors Paul Samele and Marie Soliani were absent.
Mayor Bingham called the meeting to order at 6:39 p.m.
TAR WARS
Mayor Bingham recognized the Tar Wars Poster Contest winners. Ms. Stephanie Fowler explained the program and thanked Mayor Bingham for his recognition of the top winners every year for the past six years wherein Torrington has had a CT state winner who has the opportunity to go to the National Tar Wars Convention in Washington, DC.
OPEN TO THE PUBLIC
On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to open the meeting to the public. There was no one who wished to speak.
FORECLOSURE: 128 Church St.
On a motion by Councilor Zordan, seconded by Councilor Waldron, the Council voted unanimously to approve Corporation Counsel's request to initiate foreclosure on the outstanding $18,425.44 lien on 128 Church Street.
SVCS. FOR ELDERLY COMM.: M. Boyajian
On a motion by Councilor Zordan, seconded by Councilor Cogswell, the Council voted unanimously to appoint Martin Boyajian as a regular voting member of the Service for the Elderly Commission for a three year term expiring July 6, 2016.
SVCS. FOR ELDERLY COMM.: J. Rochelt, R. Aeschliman
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to appoint Jean Rochelt and Ray Aeschliman as alternate members of the Service for the Elderly Commission.
SVCS. FOR ELDERLY COMM.: J. Altschuler, D. Richards
On a motion by Councilor Zordan, seconded by Councilor Carbone, the Council voted unanimously to reappoint Joan Altschuler and Doris Richards as regular voting members of the Service for the Elderly Commission for their second three year term expiring July 6, 2016.
OPEN TO THE PUBLIC, AGENDA ITEMS ONLY
On a motion by Councilor Cogswell, seconded by Councilor Carbone, the Council voted unanimously to open the meeting to the pubic on "agenda items" only. There was no one who wished to speak.
BUSINESS BY DEPT. HEADS
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to consider business presented by Department Heads. No business was presented.
BUSINESS BY MAYOR AND COUNCIL
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.
Mayor Bingham gave details on the upcoming Independence Day celebration.
ADJOURNMENT
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to adjourn at 6:46 p.m.
