REGULAR MEETING
CITY COUNCIL & WPC AUTHORITY  
June 4, 2013  Adjourned from June 3, 2013

A   REGULAR MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Tuesday, June 4, 2013, adjourned from Monday, June 3, 2013.

Those in attendance included Mayor Ryan Bingham, Corporation Counsel Raymond Rigat, City Councilors Drake Waldron, Paul Samele, Gerald Zordan, Elinor Carbone, and Marie Soliani. Fleet Manager Emil Castro was also present.   City Councilor Gregg Cogswell was absent.

Mayor Bingham called the meeting to order at 6:32 p.m.    

OPEN TO THE PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to open the meeting to the public.   There was no one present who wished to speak.

PURCHASE FLEET MANAGER VEHICLE
On a motion by Councilor Zordan, seconded by Councilor Carbone, the Council voted unanimously to accept the Purchasing Agent's and Fleet Manager's recommendation to award the bid for the purchase of a Mid-Size SUV for the Fleet Manager to Shaker Family Ford Lincoln of Watertown, CT in the amount of $20,060.

ADD SECTION B TO THE AGENDA
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to
add Section B to the agenda.

RESOLUTION:  Torrington Gateways Project, Concurrence and Authorization Letter
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to adopt the following resolution:

        Be it resolved that Ryan J. Bingham, Mayor of the City of Torrington, is authorized
        to sign the subject Concurrence to work within the State right of way on State Road
        800 (Main Street) in the City of Torrington, and an Authorization Letter for this project.

Councilor Zordan asked for an explanation.  Mayor Bingham said this is likely a State requirement to move forward with a grant received almost eight years through Congresswoman Nancy Johnson.  He said the project will create "Welcome to Torrington" signs at the large entrances and state rights of way into the City, including low maintenance landscaping and lighting in some areas.  He added that the eight locations for the signs will include East Main Street, South Main Street, Goshen Road, Winsted Road, downtown and Exit 44.

OPEN TO THE PUBLIC, AGENDA ITEMS ONLY
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to open the meeting to the public on "agenda items" only.   There was no one who wished to speak.

BUSINESS BY DEPT. HEADS  
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to consider business presented by Department Heads. There was no business to report.

BUSINESS BY MAYOR AND COUNCIL
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.  

Mayor Bingham announced the upcoming fundraiser, Fireworks Wine Tasting, on June 14th from 6:00 to 9:00 p.m. at the Nutmeg Conservatory for the Arts.  

ADJOURNMENT
On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to adjourn at 6:36 p.m.
