MINUTES                                                                                                                    
SPECIAL JOINT MEETING CITY COUNCIL & WPC AUTHORITY
AND THE BOARD OF FINANCE  
MAY 9, 2013                                                                                                                                   
 
                                                                                          
A   SPECIAL JOINT MEETING of the City Council & WPC Authority and the Board of Finance was held in the City Hall Auditorium on Thursday, May 9, 2013.

Present were Mayor Ryan Bingham, Corporation Counsel Ray Rigat, City Councilors Gregg Cogswell, Elinor Carbone, Paul Samele, Gerald Zordan, Marie Soliani and Drake Waldron, Board of Finance members Mark Bushka, Thomas Scoville, Laurene Pesce, Brian Paganini, Frank Rubino and Bill Lamoin, along with Comptroller Alice Proulx and Board of Education members Karl Brady, James Thibault, Ellen Hoehne, Ken Traub, and Fiona Cappabianca, Superintendent of Schools Cheryl Kloczko, Assistant Superintendent Susan Domanico, Director of Facilities David Bascetta and Business Services Administrator Danielle Batchelder.


Mayor Bingham called the meeting to order at 6:00 p.m.  

Mayor Bingham asked the City Council if they have any recommended changes, additions, deletions or further questions.  He said the City budget, as tentatively approved, starts at $50,442,613 with a recommended adjustment of $1,221,513, bringing it to $49,221,100.  Comptroller Proulx confirmed that this figure is correct.

Councilor Carbone asked if the bottom line of $49,221,100 were approved, when they would see the line item adjustments.  Mayor Bingham said his proposal is July 1st for the first $346,943, and any further reductions would go into the pension fund.  He added that although there aren't any major impacts on the pension fund at this point, the commitment needs to be made.

Councilor Cogswell agreed that this is what needs to be done.

CITY BUDGET
On a motion by Councilor Zordan, seconded by Councilor Cogswell, the Council considered giving final approval to the Mayor's recommended budget of $49,221,100.

Councilor Carbone stated that she is uncomfortable leaving this large sum of money as a reduction without really knowing exactly where the cuts will be made.

Councilor Soliani said she is optimistic that the monies may yet be found without it impacting anyone's job.

In a 5/1 vote, with Councilor Carbone opposed, the Council voted in favor of the City budget of $49,221,100.

ADJOURNMENT
On a motion by Councilor Carbone, seconded by Councilor Samele, the Council voted unanimously to adjourn at 6:06 p.m.
