MINUTES      --     SPECIAL MEETING                                                                                                                                                                                       CITY COUNCIL & WPC AUTHORITY
April 29, 2013

A   SPECIAL MEETING of the City Council & WPC Authority was held in the City Hall Auditorium on Monday, April 29, 2013.  Those in attendance included Mayor Ryan Bingham, Corporation Counsel Raymond Rigat, City Councilors Marie Soliani, Paul Samele, Gerald Zordan, Gregg Cogswell, and Elinor Carbone.  Others in attendance were Comptroller Alice Proulx, Mayoral Aide Timothy Waldron, Parks & Recreation Director Brett Simmons, Fire Chief Gary Brunoli, Board of Finance member Bill Lamoin, Building Inspector Brett Zuraitis, City Treasurer Arthur Mattiello, Director of Elderly Services Nancy Hodkoski, and City Clerk Joseph Quartiero.  City Councilor Drake Waldron was absent.

Mayor Bingham called the meeting to order at 6:00 p.m.

ASSESSOR
On a motion by Councilor Zordan, seconded by Councilor Carbone, the Council voted unanimously to tentatively approve the Assessor's Budget of $341,765.

BOARD OF TAX REVIEW
On a motion by Councilor Carbone, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Board of Tax Review Budget of $5,600.

BOARDS AND AGENCIES   
Mayor Bingham said he's trying to reduce expenses across all lines, wherever possible.  On a motion by Councilor Carbone, seconded by Councilor Zordan the Council voted unanimously to tentatively approve the Boards and Agencies Budget of $335,049.

BUILDING
On a motion by Councilor Samele, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Building Budget of $332,656.

CITY CLERK
On a motion by Councilor Zordan, seconded by Councilor Carbone, the Council voted unanimously to tentatively approve the City Clerk Budget of $610,152.  Mr. Quartiero explained that he will be requesting funds for the preservation and restoration of Vital Records.

COMPTROLLER
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Comptroller Budget of $336,489.
CORPORATION COUNSEL
On a motion by Councilor Cogswell, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Corporation Counsel Budget of $193,771.

CITY COUNCIL
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the City Council Budget of $0.  Mayor Bingham thanked the Council for their service.

ELECTION
Mayor Bingham explained that this Budget has been moved to the Registrars Budget.  On a motion by Councilor Zordan, seconded by Councilor Soliani, the Council voted unanimously to tentatively approve the Elections Budget of $0.

MAYOR
On a motion by Councilor Carbone, seconded by Councilor Zordan, the Council voted unanimously to tentatively approve the Mayor's Budget of $216,953.

PERSONNEL
On an amended motion by Councilor Samele, seconded, as amended, by Councilor Cogswell, the Council voted unanimously to tentatively approve the Personnel Budget of $201,519.  Councilor Soliani questioned the Publications, Dues and Fees.  Mayor Bingham explained that this line item includes certification classes.

PLANNING & ZONING
On a motion by Councilor Carbone, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Planning & Zoning Budget of $226,707.

PURCHASING
On a motion by Councilor Zordan, seconded by Councilor Soliani, the Council voted unanimously to tentatively approve the Purchasing Budget of $111,446.

REGISTRARS
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Registrars Budget of $166,439.
   
SERVICES FOR THE ELDERLY
On a motion by Councilor Carbone, seconded by Councilor Zordan, the Council voted unanimously to tentatively approve the Services for the Elderly Budget of $330,878.

TREASURER
On a motion by Councilor Cogswell, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Treasurer Budget of $42,545.

DATA PROCESSING
On a motion by Councilor Zordan, seconded by Councilor Carbone, the Council voted unanimously to tentatively approve the Data Processing Budget of $601,428, which includes an unspecified budget adjustment of $84,775.
 
RECREATION  
On a motion by Councilor Zordan, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Recreation Budget of $381,315.  Councilor Soliani suggested the Christmas Lights be removed from Coe Memorial Park.

ECONOMIC DEVELOPMENT  
On a motion by Councilor Cogswell, seconded by Councilor Carbone, the Council voted unanimously to tentatively approve the Economic Development Budget of $68,507.

BOND REDEMPTION/BOND INTEREST
On a motion by Councilor Carbone, seconded by Councilor Zordan, the Council voted unanimously to tentatively approve the Bond Redemption Budget of $2,786,898 and the Dept. Int. & Exp. Budget of $1,400,157.  Mr. Mattiello explained that the Middle School bond has been paid off, saving an expense of $620,000.  He said Clean Water will be paid off next year, but nothing else will be satisfied until 2019.                                         

INSURANCE  
On a motion by Councilor Carbone, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Insurance Budget of $1,399,611.

PENSION & BENEFITS
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Pension & Benefits Budget of $12,448,688.

TAX COLLECTOR
On a motion by Councilor Carbone, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Tax Collector Budget of $429,250.  

CONTINGENCY
On a motion by Councilor Zordan, seconded by Councilor Cogswell, the Council voted unanimously to tentatively approve the Contingency Budget of $200,000.  Mayor Bingham said there had been some discussion on setting up a fund to cover natural disasters, but he doesn't see it happening this year.  
H said he encourages this idea for the future.

PROBATE
On a motion by Councilor Carbone, seconded by Councilor Zordan, the Council voted unanimously to tentatively approve the Probate Budget of $39,240.

COE MEMORIAL FUND
On a motion by Councilor Carbone, seconded by Councilor Soliani, the Council voted unanimously to tentatively approve the Coe Memorial Fund Budget of $151,512.

COE MEMORIAL CAPITAL FUND
On a motion by Councilor Cogswell, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Coe Memorial Capital Fund Budget of $0.

ADJOURNMENT
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to adjourn at 6:46 p.m.
