SPECIAL TELEPHONIC MEETING
CITY COUNCIL & WPC AUTHORITY
MARCH 5, 2013
A SPECIAL MEETING was held by the City Council & WPC Authority in the Mayor's Office on Tuesday, March 5, 2013.
Present were Acting Mayor Gerald Zordan, Corporation Counsel Raymond Rigat, and City Councilor Elinor Carbone. City Councilor Marie Soliani, Gregg Cogswell and Drake Waldron participated by telephone. City Councilor Paul Samele was absent. Parks and Recreation Commission Chairperson Patricia Fairchild and Mayoral Aide Timothy Waldron were also present.
Acting Mayor Zordan called the meeting to order at 4:00 p.m.
TABLED: COE MEMORIAL PARK PHASE II
Acting Mayor Zordan said the Parks & Recreation Commission recommended that Bid #CMP-041-021313 be awarded to Millennium Builders of Rocky Hill, CT.
Councilor Carbone made a motion, seconded by Councilor Cogswell to consider authorizing the Mayor to award this contract as recommended.
Councilor Soliani made a motion to table, saying she is uncomfortable awarding a large contract over the telephone, and preferred a presentation be made to City Council in person. She noted that there was no quorum for the Coe Memorial Park Committee at the Special Joint Meeting with the Parks & Recreation Commission.
Councilor Waldron seconded the motion to table, and it was unanimously approved.
CONSTRUCTION ADMIN SVCS: Coe Memorial Park Phase II
On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to award a contract estimated at $13,500 to Fuss & O'Neil for Construction Administration Services for Coe Memorial Park Phase II.
Mrs. Fairchild explained that this had been approved by both the Parks and Recreation Commission and the Coe Memorial Park Committee prior to March 4, 2013.
TABLED: DIESEL, #2 FUEL & GASOLINE
On a motion by Councilor Carbone, seconded by Councilor Soliani, the Council voted unanimously to table consideration of a contract for Diesel, #2 Fuel, and Gasoline, as the bid has not been presented yet.
BOARD OF ASSESSMENT APPEALS: W. Traub
On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to appoint Wendy A. Traub to the Board of Assessment Appeals for a three year term expiring December 6, 2015, replacing Jessica Rinaldi who resigned January 23, 2013.
BOARD OF ASSESSMENT APPEALS: T. Gluz
On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to appoint Alternate Member Thomas Gluz as a Regular Member of the Board of Assessment Appeals for a three year term expiring December 6, 2013, replacing Charlene Antonelli who resigned May 31, 2012.
ADJOURNMENT
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to adjourn at 4:06 p.m.
