MINUTES         PUBLIC HEARING                                                                                                  
CITY COUNCIL & WPC AUTHORITY    
February 19, 2013



A   PUBLIC HEARING was held by the City Council & WPC Authority in the City Hall Auditorium on Tuesday, February 19, 2013 to obtain public input on proposed changes to the City’s Code of Ordinances deeming City Hall as a Historic Property, and  establishing a commission to oversee it.

Present were Mayor Ryan Bingham, Corporation Counsel Raymond Rigat, City Councilors Gregg Cogswell, Elinor Carbone, Gerald Zordan, and Drake Waldron.  City Councilors Marie Soliani and Paul Samele were absent.  City Clerk Joseph Quartiero, Mayoral Aide Timothy Waldron, City Planner Martin Connor and City Engineer Edward Fabbri were also present.

Mayor Bingham called the public hearing to order at 5:51 p.m.

City Clerk Joseph Quartiero read the legal notice.

There was no one present who wished to speak.

Mayor Bingham closed the public hearing at 5:53 p.m.

CITY HALL AS HISTORIC PROPERTY ORDINANCE
On a motion by Councilor Zordan, seconded by Councilor Waldron, the Council considered an Ordinance deeming City Hall as a Historic Property, and the establishment of a commission to oversee it.

Councilor Carbone asked if it was necessary to include language abolishing the study committee.  Mr. Connor said it was necessary. Mrs. Ponte said that language abolishing the study committee is needed in order to receive the designation of Certified Local Government.

Councilor Carbone questioned the requirement for commission members to be residents of the City.  Councilor Zordan explained that the Historic Properties Commission can present things that would cause the City to expend monies, and he thinks that it would be better if Commission members were residents of Torrington.

A roll call vote was taken and the motion was unanimously approved.
