REGULAR MEETING
CITY COUNCIL & WPC AUTHORITY
November 19, 2012
A REGULAR MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, November 19, 2012.
Present were Mayor Ryan Bingham, Corporation Counsel Raymond Rigat, City Councilors Elinor Carbone, Paul Samele, Gerald Zordan, Marie Soliani and Drake Waldron, Fleet Manager Emil Castro, IT Director Gerry Crowley, and Police Chief Michael Maniago. City Councilor Gregg Cogswell was absent.
Mayor Bingham called the meeting to order at 6:31 p.m.
MINUTES
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to accept the minutes of the Special Telephonic Mtg. held November 9, 2012. Councilors Zordan and Soliani abstained.
OPEN TO THE PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to open the meeting to the public. There was no one who wished to speak.
INITIATE BID PROCESS: TRAFFIC DEPT. VEHICLE
On a motion by Councilor Zordan seconded by Councilor Carbone, the Council voted unanimously to authorize the initiation of the bid process and potential additional expenditure for one 4x4 utility plow Truck with lift gate for the Traffic Department, having been approved by the Board of Public Safety on November 13, 2012, and pending Board of Finance approval.
TABLED: Riverside School Cooperative Mortgage Subordination
On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to table the petition request from Attorney Charles Brower on behalf of the Riverside School Cooperative Inc. for a subordination of the City's mortgage date May 22, 1990 in the amount of $395,700, due in 13 years, recorded in the Torrington Land Records, vol. 475 page 1088 to a new load to CHFA in the amount of $135,000. This will be referred to the Small Cities Subcommittee first, Mayor Bingham said.
SMALL CITIES CHANGE ORDER
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to approve a change order for Project 143-298 for lead paint hazardous waste material disposal in the amount of $795.00.
ADD TO THE AGENDA
On a motion by Councilor Waldron, seconded by Councilor Samele, the City Council voted unanimously to add Section B to the agenda.
TECHNICAL SUPPORT SERVICES
On a motion by Councilor Waldron, seconded by Councilor Carbone, the City Council voted unanimously to accept the I.T. Director's recommendation to waive the bid process and enter an agreement with Accucom Consulting, Inc. of Westport, CT for technical support services for City departments in the amount of $35,000 per year or $19.45 per hour.
Councilor Soliani asked if this is coming from the IT budget and Mayor Bingham said it is. Councilor Samele asked if the figure is not to exceed $35,000 and Mr. Crowley said that is correct.
Mayor Bingham explained that he is continuing the transformation of a city-wide Information Technology Department, inclusive of the Board of Education. He said the Help Desk idea is to avoid tying up Gerry's time, or his staff's, to deal with routine issues.

On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to open the meeting to the public on "agenda items" only. There was no one present who wished to speak.
BUSINESS BY DEPT. HEADS
On a motion by Councilor Samele, seconded by Councilor Waldron, the Council voted unanimously to consider business presented by Department Heads.
Mr. Castro announced that there will be no more vehicle purchases until the Comptroller's office gives him the okay.
Mr. Quartiero wished everyone a Happy Thanksgiving.
BUSINESS BY MAYOR AND COUNCIL
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.
Mayor Bingham listed the events planned for "Light Up Main" on Friday, November 23rd.
ADJOURNMENT
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to adjourn at 6:38 p.m.
