MINUTES                                                                                           
SPECIAL TELEPHONIC MEETING
CITY COUNCIL & WPC AUTHORITY    
November 9, 2012  

A  SPECIAL TELEPHONIC MEETING was held by the City Council & WPC Authority in the Mayor's Office on Friday, November 9, 2012.

Present were Mayor Ryan Bingham, City Engineer Ed Fabbri, Mayoral Aide Timothy Waldron, and Asst. City Clerk Carol Anderson.  
City Councilors Gregg Cogswell, Elinor Carbone, Paul Samele, and Drake Waldron participated via telephone.   City Councilors Gerald Zordan and Marie Soliani were absent.
Also present was Mr. Ronald Raymond of RAR Excavating & Building.       

Mayor Bingham called the meeting to order at 9:13 a.m.

MOUNTAIN ROAD DRAINAGE SWALE EXCAVATION                                                                   
On a motion by Councilor Carbone, seconded by Councilor Samele, the Council considered acceptance of the City Engineer's recommendation to authorize the Mayor to award a unit price contract to the low bidder W.W. Manchester Construction Co. Inc. from Bristol Connecticut in the amount of $45,500.00 and to have the Mayor act on the behalf of the City regarding the execution of the contract and its administration including approval of pay applications, with funding for this project from Capital Projects 0310.8888.5900.0105.
Councilor Carbone said she appreciates RAR's prudent decision to withdraw their bid.  Mayor Bingham agreed that there was no lack of effort on their part and this must have been a tough decision.
Councilor Cogswell asked what the time frame is for the project.  Mr. Fabbri replied that this problem has not been figured out yet as it is difficult to determine without knowing what the weather will be.  If the ground freezes, we're in trouble, he said.
A vote was taken and the motion was unanimously approved.

ADJOURNMENT
On a motion by Councilor Samele, seconded by Councilor Waldron, the Council voted unanimously to adjourn at 9:17 a.m.
