CITY COUNCIL & WPC AUTHORITY
March 12 2012                                                                          

A   SPECIAL MEETING of the City Council & WPC Authority was held in the City Hall Auditorium on Monday, March 12, 2012.  Those in attendance included Mayor Ryan Bingham, City Councilors Drake Waldron, Gerald  Zordan, Marie Soliani, and Elinor Carbone.  Others in attendance were Comptroller Alice Proulx, Mayoral Aide Timothy Waldron, Assessor Donna Patchen, Building Official Brett Zuraitis, Personnel Director Thomas Gritt, Parks & Recreation Director Brett Simmons, Public Works Director Jerry Rollett.

Mayor Bingham called the meeting to order at 6:05 p.m.

PARKS & PARKS CAPITAL IMPROVEMENT
Mayor Bingham said the Parks Improvement Major line item 5273 will be reduced $10,000 to $90,000. The Fuessenich Park line item of $110,000 will be omitted; Capital Reserve line 5357 reduced $49,000 to $1,000, leaving the budget at $1,056,283.  Mayor Bingham said the only increase other than contractual increases is $65,000, a step in the right direction for capital needs.
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to tentatively approve the Parks & Parks Capital Budget of $1,056,283.

ENGINEERING
Mayor Bingham noted a recommendation to reduce line item 5100 by $10,000 to $85,791 which reduces FICA by $765 to $33,224 leaving the budget at $503,635.  
On a motion by Councilor Carbone, seconded by Councilor Zordan, the Council voted unanimously to tentatively approve the Engineering Budget of $503,635.


STREET & STREET CAPITAL IMPROVEMENT
Mayor Bingham said that as the tentative budget stands, there are no recommended cuts at this point, with a $51,000 increase which is almost exactly the contractually obligated amount.  
On a motion by Councilor Carbone, seconded by Councilor Zordan, the Council voted unanimously to tentatively approve the Street and Street Capital Improvement Budget of $4,362,048.


CITY REAL ESTATE  
Mayor Bingham said no recommendations for changes were made.  Jerry Rollett pointed out that he will probably ask for a little more money for heating fuel based on recent bid prices.  Fuel has gone up significantly; budgets are based on long-term averages.  Mr. Rollett will look at fuel usage in all the buildings and forward a Memo adjusting the budget appropriately.  He does not expect a major hit, but would like to make sure we are covered.
On a motion by Councilor Carbone, seconded by Councilor Soliani the Council voted unanimously to tentatively approve the City Real Estate Budget of $80,775.

        
PUBLIC WORKS DIRECTOR
Mayor Bingham said no recommendations for changes at this point.  
On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to tentatively approve the Public Works Director Budget of $138,671.
                                                                                        

CITY HALL
Mayor Bingham noted reduction in overtime of $500 to $3,500, reduction in FICA of $38 to $7,219 and reduction in supplies of $500 to $2,500.
On a motion by Councilor Carbone, seconded by Councilor Zordan, the Council voted unanimously to tentatively approve the City Hall Budget of $231,495.


LANDFILL
Mayor Bingham said no recommendations for changes were made.
On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to tentatively approve the Landfill Budget of $1,065,000.


SANITARY SEWER / STREET LIGHTS
Mayor Bingham noted the reduction in electric usage due to the LED street lights.  Half of the money saved  from the LED street lights will be put back into the Street Light Purchase account which will allow us to continue to employ the LED street light program throughout the rest of the City.  
On a motion by Councilor Zordan, seconded by Councilor Soliani, the Council voted unanimously to tentatively approve the Sanitary Sewer / Street Lights Budget of $455,330.

HEALTH
Mayor Bingham said no recommendations for changes.
On a motion by Councilor Soliani, seconded by Councilor Carbone, the Council voted unanimously to tentatively approve the Health Budget of $2,839,206.


ADJOURNMENT
On a motion by Councilor Soliani, seconded by Councilor Carbone, the Council voted unanimously to adjourn at 7:02 p.m.
