REGULAR MEETING
CITY COUNCIL AND WPC AUTHORITY
DECEMBER 19, 2011
A REGULAR MEETING of the City Council & WPC Authority was held in the City Hall Auditorium on Monday, December 19, 2011.
Present were Mayor Ryan Bingham, Corporation Counsel Ernestine Yuille Weaver, City Councilors Gregg Cogswell, Paul Samele, Elinor Carbone, Marie Soliani and Drake Waldron, and City Clerk Joseph Quartiero. City Councilor Gerald Zordan was absent.
Mayor Bingham called the meeting to order at 6:34 p.m.
MINUTES
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to accept the minutes of the Public Hearing and Regular Meeting held on December 5, 2011
OPEN TO THE PUBLIC
On a motion by Councilor Soliani, seconded by Councilor Samele, the Council voted unanimously to open the meeting to the public. There was no one present who wished to speak.
CULTURAL AFFAIRS COMMITTEE MEMBERS
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to approve the following as members of the Cultural Affairs Committee, no more than 7 to serve a one-year term expiring December 31, 2012, and no more than 8 to serve a three-year term expiring December 31, 2014:

Councilor Carbone asked which members will serve the one-year term, and which will serve the three-year term. Mayor Bingham said he will decide that.
He clarified that only 13 of the 15 members are listed here and he is looking for two members of the THS Diversity Club to join them.
Councilor Waldron corrected "Lindsey DeLois" to "DeLois Lindsey".
Councilor Soliani asked for confirmation that these are all Torrington residents and Mayor Bingham said he believes they are, except for Chief Maniago.
SCHEDULE PUBLIC HEARING
On a motion by Councilor Cogswell, seconded by Councilor Waldron, the Council voted unanimously to schedule a public hearing on January 3, 2012 to consider amending City Ordinance 15-2, Conservation Commission Membership.
SANITARY SEWER CAPITAL IMPROVEMENTS
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council herein acting as the Water Pollution Control Authority voted unanimously to approve the following payments from Fund #490 Sanitary Sewer Capital Improvement for Capital Project D-6 Central Interceptor CCTV and Cleaning, and Capital Project D-13 New Harwinton Road Pump Station Rehabilitation:

CITY HALL GRIEVANCE #11-02
On a motion by Councilor Soliani, seconded by Councilor Cogswell, the Council considered the Personnel Subcommittee's recommendation regarding City Hall Grievance #11-02.
Councilor Carbone made a motion, seconded by Councilor Cogswell, to deny this grievance. It was unanimously approved.
SMALL CITIES CHANGE ORDERS
On a motion by Councilor Cogswell, seconded by Councilor Waldron, the Council voted unanimously to approve the following Change Orders to Small Cities projects:
a) Change order for structural repairs to a two-story front porch on project #143-270
b) Change order to replace 10 sheets of delaminated plywood on house roof deck on project #143-303
MUNICIPAL RENOVATIONS
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to approve the following payments from Municipal Renovations Fund #316:

Mayor Bingham explained these are for the HVAC legal expenses.
BUILDING DEPT. REPORT
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to accept the Building Department Report for November 2011.
OPEN TO PUBLIC ON AGENDA ITEMS ONLY
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to open the meeting to the public on agenda items only. There was no one who wished to speak.
BUSINESS FROM DEPARTMENT HEADS
On a motion by Councilor Waldron, seconded by Council Cogswell, the Council voted unanimously to consider business presented by Department Heads. No business was presented.
BUSINESS FROM MAYOR AND COUNCIL
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.
Mayor Bingham explained the tabled agenda item from December 5, 2011 regarding discontinuance of unimproved sections of Devaux and Guerdat Roads. He said he met with the Rinaldi family, and there are still discussions to be had with the State. This item will be addressed on January 17th, he said.
Councilor Cogswell said it was nice to see Christmas Village featured on the morning news, with Torrington highlighted as a place to visit during the holidays.
Councilor Carbone said she appreciated the Mayor meeting with the property owners on Devaux Road.
Councilor Soliani said she agreed. Mayor Bingham said Mrs. Rinaldi is still opposed to the discontinuance and that it is an emotional issue where there is a responsibility to maintain the greater good, yet not do any harm to property owners.
ADJOURNMENT
On a motion by Councilor Carbone, seconded by Councilor Cogswell, and unanimously approved, the meeting was adjourned at 6:43 p.m.
