MINUTES PUBLIC HEARING/SEWER USE FEE
CITY COUNCIL AND WPC AUTHORITY
MAY 16, 2011
A PUBLIC HEARING was held in the Auditorium on Monday, May 16, 2011, by the City Council & WPC Authority to solicit citizen input regarding the sewer use charge for the year beginning July 1, 2011 and ending June 30, 2012.
Present were Mayor Ryan Bingham, Corporation Counsel Ernestine Yuille Weaver, City Councilors Gregg Cogswell, Paul Samele, Elinor Carbone, Gerald Zordan, Marie Soliani, and Drake Waldron and WPC Administrator Raymond Drew.
Mayor Bingham called the Public Hearing to order at 6:37 p.m.
City Clerk Joseph Quartiero read the Legal Notice.
Mr. Drew summarized his budget, requesting $2.642, 000 for operation and maintenance, $1.207,000 for debt service and sinking fund, $41,000 for a fund transfer for the sale of nitrogen credits to the State of CT. He recommended to the sewer use fee be kept at the current rate of $194.00. He said he thinks this is a very good, responsible budget.
He said there are some capital projects coming up, starting with design modifications to the treatment plant which was last upgraded in 1992. Other projects will be the cleaning of 10,000 ft of central interceptor pipe, some rehabilitation of the Toro siphon, a $5,000,000 east drainage basin rehab project that is 48,000 ft of sewer line,
Lyman Street sewer replacement, New Harwinton Rd pump station rehab and the Albert St. Sewer Replacement.
Mr. Chris Wiley stated that although he has only three sinks and two toilets in his two-family house, he pays $194 times two. He complained that someone with a much larger square foot house has to pay the same thing, even though they may generate more. He recommended the sewer fee terminology consider square footage rather than “per dwelling unit”. He said he appreciates Mr. Drew’s due diligence in keeping costs where they are at, but there is always room for improvement.
Mayor Bingham closed the public hearing at 6:48 p.m.
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council, acting as the Water Pollution Control Authority, voted unanimously to set the sewer use charge for the year beginning July 1, 2011 and ending June 30, 2012 as follows:
For Residential Users $194.00 per dwelling unit
For All Other Users $194.00 per 65,000 gallons of volume of flow
On a motion by Councilor Cogswell, seconded by Councilor Waldron, the Council, acting as the Water Pollution Control Authority, voted unanimously to approve WPCA Budget for year beginning July 1, 2011 and ending June 30, 2012.
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council, acting as the Water Pollution Control Authority, voted unanimously to approve WPCA Five-Year Capital Improvement Budget/Program for year beginning July 1, 2011 and ending June 30, 2016.
On a motion by Councilor Cogswell, seconded by Councilor Waldron, the Council, acting as the Water Pollution Control Authority, voted unanimously to approve WPCA Miscellaneous Fee Schedule for year beginning July 1, 2011 and ending June 30, 2012.
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to adjourn at 6:52 p.m.
