MAY 16, 2011                                                                                                         

A   REGULAR MEETING of the City Council & WPC Authority was held in the Auditorium on Monday, May 16, 2011.

Present were Mayor Ryan Bingham, Corporation Council Ernestine Yuille Weaver, City Councilors Gregg Cogswell, Paul Samele, Elinor Carbone, Gerald Zordan, Marie Soliani, and Drake Waldron,  WPC Administrator Raymond Drew, Board of Finance Member Daniel Farley, Deputy Police Chief Christopher Smedick, Fleet Manager Emil Castro, Board of Public Safety Commissioner James Potter, Deputy Fire Chief Gary Brunoli and City Clerk Joseph Quartiero.

Mayor Bingham called the meeting to order at 6:52 p.m.   

MINUTES
On a motion by Councilor Carbone, seconded by Councilor Zordan, the Council voted unanimously to accept the minutes of the special meeting held on April 12, 2011, regarding Dispatch phone system.  Councilor Samele abstained.

On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to accept the minutes of the special
meeting held on April 12, 2011, regarding Budgets.  Councilor Samele abstained.

On a motion by Councilor Carbone, seconded by Councilor Soliani, the Council voted unanimously to accept the minutes of the regular meeting held on April 18, 2011. Councilors Samele and Zordan abstained.

On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to accept the minutes of the special meeting held on April 20, 2011 regarding Budgets

MINUTES
On a motion by Councilor Soliani, seconded by Councilor Samele, the Council voted unanimously to accept the minutes of the public hearing held on April 20, 2011 regarding Small Cities Projects.

OPEN TO THE PUBLIC
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to open the meeting to the public.

Chris Wiley said it looks to him as though the Council has an addiction to money. He suggested Department Heads be given a budget and told to do their job with that much money. He reminded the Council of his challenge to them to bring a company into the area that will employee 200 people. He suggested if they can’t do that, they should leave office at the end of their term.

Daniel Farley, Board of Finance member, offered additional information regarding the upcoming vote on a plow truck purchase.  He discovered a pricing error leading to a decrease of $775.50, and potential discount savings of $512 and $900.   He recommended the Council consider this new figure in their vote.

Mayor Bingham thanked Mr. Farley for his diligent work and great fact-checking.

PLOW TRUCK - TABLED
Mayor Bingham noted the new figure should be $191,200.
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council considered acceptance of the recommendation of the Purchasing Agent, Fleet Manager, and Superintendent of Streets to purchase a 2011/2012 International 7600 SFA Plow Truck from Marola Motors of Torrington, CT in the amount of $192,700.00, $191,200 tabled on April 18, 2011, and May 2, 2011, pending approval from Board of Finance.
Councilor Soliani made a motion to table this until after the Mill Rate is set, as we have no clue on what our bottom line is and she is not thoroughly convinced this truck is what the City needs.
Councilor Cogswell seconded the motion and said he would like more information as well.
The Council voted 5/1 with Councilor Zordan opposed.
Mayor Bingham noted that the Fleet Manager will confirm the price hold from Marola Motors.
 
POLICE INTERCEPTORS - TABLED
On a motion by Councilor Cogswell, seconded by Councilor Samele, the Council considered acceptance of the recommendation of the Fleet Manager and Purchasing Agent to award the purchase of two (2) Ford Police Interceptors from Crowley Ford, LLC of Plainville, CT for $57,244.00, having been approved by the Board of Public Safety on May 4, 2011, pending approval from the Board of Finance.
Councilor Soliani made a motion to table, seconded by Councilor Carbone, and approved 5/1 with Councilor Cogswell opposed.

On a motion by Councilor Carbone, seconded by Councilor Zordan, the Council voted unanimously to approve the following payments from Fund #250, Small Cities:

BUILDING DEPT. REPORT
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to accept the Building Dept. Report for the month of April 2011.

OPEN TO PUBLIC ON AGENDA ITEMS ONLY
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to open the meeting to the public on "agenda items" only.

BUSINESS FROM DEPARTMENT HEADS
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to consider business presented by Department Heads.

BUSINESS FROM MAYOR AND COUNCIL
On a motion by Councilor Cogswell, seconded by Councilor Waldron, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.

Councilor Zordan noted that the Optimum wind generator on Klug Hill has actually been generating electricity, an exciting step.  He said Optimum employs a lot of people in this town, and will employ more in the future.

Councilor Soliani asked for the list of fleet cars from the Blue Ribbon Commission.

Councilor Waldron asked about the last budget meeting and the Memorial Day Parade.

ADJOURNMENT
On a motion by Councilor Waldron, seconded by Councilor Samele and unanimously approved, the meeting was adjourned at 7:09 p.m.
