CITY COUNCIL AND WPC AUTHORITY  
APRIL 12, 2011                                                                                                         

A SPECIAL MEETING of the City Council & WPC Authority was held in the Auditorium on Tuesday, April 12, 2011.

Present were Mayor Ryan Bingham, Corporation Counsel Ernestine Yuille Weaver, City Councilors Gregg Cogswell,
Elinor Carbone, and Marie Soliani, Drake Waldron, and Gerry Zordan, Deputy Fire Chief Gary Brunoli, Comptroller
Alice Proulx, and City Clerk Joseph Quartiero.  Councilor Paul Samele was absent.

Mayor Bingham called the meeting to order at 6:17 p.m.   

DISPATCH CENTER PHONE SYSTEM
On a motion by Councilor Zordan, seconded by Councilor Waldron, the Council considered the Dispatch Project
Team’s recommendation to purchase through the National Joint Power Alliance, a phone system and installation
to connect the Police Department and Fire Department to the new Dispatch Center, from Mitel Corporation in the amount of $65,558.10 with current Police and Fire Dept. funds.

Deputy Chief Brunoli explained that the Dispatch Center grants did not cover a phone system to tie everything
together.  When it was put out to bid, with recommendations from the current phone vendor, the responding
bidders recommended a voice-over IP system, he said, which can be expanded to 65,000 users.  Since the Police
and Fire Departments need to have a system running 24 hours a day, seven days a week, the new system needs redundancy built in. There will be a controller at both the Police and Fire Departments so one will cover the other should it go down.  He said there won’t be payments for phone lines because it runs through a server system.

He said the Mitel brand can be purchased through the NJPA program, similar to state contract pricing, at 38% off list, and this will be purchased with funds in the current budget.

The vote was unanimously in favor of accepting this recommendation.

Deputy Chief Brunoli added that this will be sole-sourced through the Office of Statewide Emergency Telecommunications, from the transition grant, to use Vision Electric as the vendor for installation. This is the only vendor who does this work for the state.

Councilor Cogswell asked if there could be anything else not covered by a grant. Deputy Chief Brunoli said this is the last item he could foresee not being covered by a grant.

ADJOURNMENT
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to adjourn at 6:23 p.m.
