MINUTES
CITY COUNCIL & WPC AUTHORITY
January 3, 2011
A REGULAR MEETING of the City Council & WPC Authority was held in the City Hall Auditorium on Monday, January 3, 2011.
Those in attendance included Mayor Ryan Bingham, Corporation Counsel Ernestine Yuille Weaver, City Councilors Drake Waldron, Gerald Zordan, Marie Soliani, Elinor Carbone, Paul Samele, and Gregg Cogswell, and Deputy Fire Chief Gary Brunoli.
Mayor Bingham called the meeting to order at 6:30 p.m.
MINUTES
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to approve the minutes of the regular meeting held December 20, 2010. Councilor Samele abstained from the vote.
OPEN TO THE PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to open the meeting to the public. There was no one present who wished to speak.
RESOLUTION: HOME MGT. CONTRACT
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to adopt the following resolution empowering Mayor Ryan J. Bingham to enter into and amend contractual instruments on behalf of the City of Torrington for the Home Management Contract #143-SBG-34/10DSS5002AD for the Oct. 1, 2010 – Sept 30, 2011 contract year.
RESOLVED that the Mayor, Ryan J. Bingham, is empowered to enter into and amend contractual instruments in the name and on behalf of this Contractor with the Department of Social Services of the State of Connecticut for a Social Services Block Grant program, and to affix the corporate seal.
HOME MGT. CONTRACT
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to authorize the Mayor to sign the Home Management Contract #143-SBG-34/10DSS5002AD for the Oct. 1, 2010 – Sept. 30, 2011 contract year in the amount of $44,423.
APPOINTMENT - HEARING OFFICERS
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to approve the appointment of James P. Steck, Esq. and Joel D. Perlotto, Esq. as Hearing Officers under § 161-9 E (1) of the Torrington Code for a two year term expiring Dec. 31, 2012.
Mayor Bingham explained this is the first appointment of a Hearing Officer under this ordinance, there is no pending business, but he’s preparing for the future. He said both gentlemen currently serve the City as Planning and Zoning Citation Hearing Officers, and thanked them for stepping up.
BUILDING DEPT. REPORT
On a motion by Councilor Cogswell, seconded by Councilor Samele, the Council voted unanimously to approve the Building Department Report for November 2010.
OPEN TO THE PUBLIC, AGENDA ITEMS ONLY
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to open the meeting to the public on "agenda items" only. There was no one present who wished to speak.
BUSINESS BY DEPT HEADS
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to consider business presented by Department Heads.
Deputy Chief Brunoli announced that the EOC groundbreaking will be Wednesday, January 12th at noon at the Firehouse. Mayor Bingham said they invited our Congressional delegation, knowing that the funding came primarily from appropriations and grants from the Federal Government.
BUSINESS BY MAYOR AND COUNCIL
On a motion by Councilor Cogswell, seconded by Councilor Waldron, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.
Councilor Cogswell and Zordan expressed appreciation for the tour of the Water Pollution Control facility.
Mayor Bingham said it’s good to get out and see the money being well spent. He asked that the word to visit the WPCA be spread.
Mayor Bingham added that there has been a response to the Tax Collector RFQ, which is being reviewed by a staff committee. He said a recommendation will be made to a Joint Board of Finance and City Council meeting, probably within the next two weeks. Councilor Soliani asked if the Council will have any input. Mayor Bingham said the vendor recommendation, with Council approval, will allow the City to enter into contract negotiations and Council input will be welcomed.
ADJOURNMENT
On a motion by Councilor Soliani, seconded by Councilor Cogswell, the Council voted unanimously to adjourn at 6:40 p.m.
