A   REGULAR MEETING of the City Council & WPC Authority was held in the City Hall Council Chambers on Monday, October 18, 2010.
Those in attendance included Mayor Ryan Bingham, City Councilors Drake Waldron, Elinor Carbone, Marie Soliani, Gregg Cogswell, and Paul Samele, Board of Safety Commissioner James Potter, Deputy Fire Chief Gary Brunoli, Police Chief Michael Maniago, Fleet Manager Emil Castro, Treasurer Arthur Mattiello, Elderly Services Director Nancy Hodkoski and Nutrition Supervisor Joel Sekorski.
Mayor Bingham called the meeting to order at 6:32 p.m.

MINUTES
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to approve the minutes of the regular meeting held October 4, 2010.

PRESENTATION: THS Summer Interns
Mayor Bingham presented certificates of appreciation to Torrington High School summer interns who provided over 400 hours service to this community, including Justin Clark, Jailene Cruz, Cody Puzinski, Kaelynn Palmer, Wendy Millord, Paul Sabo, Angela Dill, and Alyssa Michnevitz.

PRESENTATION: Virginia Markt
Mayor Bingham presented Virginia Markt a declaration in recognition of thirty years of devoted service and commitment to the Elderly Service and Nutrition Program.

OPEN TO THE PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to open the meeting to the public.  There was no one who wished to speak.
 
APPOINTMENT: Torrington Housing Authority
On a motion by Councilor Cogswell, seconded by Councilor Samele, the Council voted unanimously to appoint Robert F. Milano to the Torrington Housing Authority for a 5 year term to expire Sept. 1, 2015.

APPOINTMENT: Arts and Culture Commission
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimousy to appoint Jennifer A. Bingham to the Arts and Culture Commission for a four year term to expire Dec. 31, 2012, replacing Tim Wallace who resigned September, 2010.

ELDERLY NUTRITION VEHICLES
On a motion by Councilor Carbone, seconded by Councilor Soliani, the Council voted unanimously to approve waiving the bid process and purchasing two vehicles for Litchfield Hills Northwest Elderly Nutrition Program, from sole-source provider Delivery Concepts East of Hampstead, NC:
a)      Hot Shot II 60/40 Chevy for Grant Year 09-10 for $36,005.
b)      Hot Shot Low Boy XL Chevy for Grant Year 10-11 for $32,772.
Mr. Sekorski explained that Delivery Concepts East is the only provider on the East Coast.

POLICE DEPT: Retroreflectivity Meter
On a motion by Councilor Cogswell, seconded by Councilor Carbone, the Council voted unanimously to accept the Purchasing Agent’s and Officer Shopey’s recommendation to waive the bid process and purchase a Retrosign GR3 retroreflectivity meter for  $10,800 from sole-source provider TAPCO of Brown Deer, WI, having been approved by the Board of Public Safety on October 6, 2010.

POLICE DEPT: Traffic Signal Equipment
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to accept the Purchasing Agent’s and Officer Shopey’s recommendation to purchase Peek traffic signal equipment off the state contract for $31,728.97 from  sole-source provider Marlin Controls, of Danbury, CT, having been approved by the Board of Public Safety on October 6, 2010.

REGISTRARS OF VOTERS SALARY INCREASE
On a motion by Councilor Carbone, seconded by Councilor Soliani, the Council voted unanimously to deny the request from the Democratic and Republican Registrar of Voters for an increase in salary of 4% per year, (for the next two years.) Councilor Waldron abstained.  Councilor Carbone pointed out that this increase is nominal, only $230, but she said she also looks at the principle and can’t support a raise at this time.
                                                                                                          
ADD TO AGENDA
On a motion by Councilor Carbone, seconded by Councilor Samele, the Council voted unanimously to add to the agenda.

DRAKEVILLE VFD VACUUM TANKER
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to accept the Purchasing Agent’s, Fleet Manager’s, and Deputy Fire Chief’s recommendation to award the purchase of a Vacuum Tanker for the Drakeville VFD to Vermont Fire Technologies, of Williamstown, VT in the amount of $296,918, pending approval of the Board of Public Safety.
In answer to Councilor Soliani’s question about tabling this until after the Board of Public Safety meeting, Deputy Chief Brunoli explained the vendor has been holding the price on the chassis. In the middle of November the price may go up to $300,000. Councilor Soliani said her concern is approving an item before its gone to the Board of Public Safety.  Commissioner Potter said it hasn’t already been approved because there was some ironing out that had to be done on the MOU. This has been ironed out, he said, and the Board of Public Safety is aware that this item is being presented to City Council.

BUILDING DEPT REPORT
On a motion by Councilor Carbone, seconded by Councilor Cogswell, the Council voted unanimously to accept the Building Department Report for September 2010.

OPEN TO THE PUBLIC, AGENDA ITEMS ONLY
On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted unanimously to open the meeting to the public on "agenda items" only.  There was no one who wished to speak.

BUSINESS BY DEPT HEADS  
On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to consider business presented by Department Heads.  No business was presented.

BUSINESS BY MAYOR AND COUNCIL
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.      
Councilor Waldron asked when the parking ban goes into effect. Chief Maniago said it will be November 1st , and will be advertised on the radio, on local access cable TV, and in the newspapers.
Mayor Bingham reminded the Council about the Mayor’s Forum on Coe Memorial Park Advisory Committee on Thursday October 21 at 4:00 p.m.

ADJOURNMENT
On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to adjourn at 6:53 p.m.
