MINUTES
CITY COUNCIL & WPC AUTHORITY
MARCH 3, 2010                                                                                                                

A   SPECIAL  MEETING of the City Council & WPC Authority was held in the Senior Center Main Room on Wednesday, March 3, 2010.

Those in attendance included Mayor Ryan J. Bingham, Corporation Counsel Ernestine Yuille Weaver, City Councilors Elinor Carbone, Thomas Jerram, Drake Waldron and Rick Dalla Valle, and Police Chief Michael Maniago.
City Councilors Paul F. Samele, Jr. and Marie Soliani, were absent.

Mayor Bingham called the meeting to order at 6:00 p.m.

EMERGENCY REPAIRS #29
On a motion by Councilor Waldron, seconded by Councilor Jerram, the Council considered waiving the bid process for Emergency Repairs to ceiling, walls, and carpeting in the Chief of Police Office due to a roof leak.

Chief Maniago explained the north side of his office had water streaming into the building. Snow and ice caused the water to be redirected and leak into the attic and his office. Ceiling tile, sheet rocked walls, carpeting, and a window ledge were saturated, along with a musty, moldy smell. A leak was found in the attic. The insulation may be saturated and from past leaks there may be mold.

Mayor Bingham presented the Building Inspector's report, pointing out that roof repairs are the first priority.  He said the Purchasing Agent is uneasy with currently having only one quote instead of three.

Councilor Jerram said that mold forms with a continual supply of water and spoke of treatments to the problem. Councilor Dalla Valle said the mold has to be taken care of.   Councilor Waldron asked if a new roof is planned. Chief Maniago said they are now looking into replacing it with either a rubber or metal roof, and that something has to be done to mitigate the problem, making the office serviceable.

Councilor DallaValle said fixing tiles and walls doesn't mitigate the problem and it's foolish to fix the interior without fixing the roof first.

Mayor Bingham recommended a meeting with Administrative Asst. Nocera, Building Inspector Palladino, Public Works Director Rollett and Chief Maniago to assess the damage and make a plan.

Chief Maniago said the roofing company will have to tell us when they can start, but the bidding process could start now. Councilor Dalla Valle said he wants the Health Dept. to test the office, and suggested that, in light of the big picture, a metal roof might be better way to go than the rubber.
Councilor Jerram recommended the roof be buttoned up to carry us through to the time when the roof can be replaced.
Councilor Waldron withdrew his motion to waive the bid process for Emergency Repairs to ceiling, walls, and carpeting in the Chief of Police Office due to a roof leak.
