MINUTES CITY COUNCIL & WPC AUTHORITY September 8, 2009
|
A REGULAR MEETING of the City Council & WPC Authority was held in the Senior Center Main Room on Tuesday, September 8, 2009.
|
Present were Mayor Ryan J. Bingham, Corporation Counsel Ernestine Yuille Weaver, City Councilors Michael Colangelo, Elinor Carbone, Marie Soliani and Rick Dalla Valle, Purchasing Agent Pennie Zucco, Deputy Fire Chief Gary Brunoli, and Water Pollution Control Administrator Ray Drew. Councilors Drake Waldron and Thomas Jerram were absent.

Mayor Bingham called the meeting to order at 6:35 p.m.

MINUTES #15 On a motion by Councilor Dalla Valle, seconded by Councilor Colangelo, the Council voted unanimously to accept the minutes of the Regular Meeting held August 17, 2009.

MINUTES #22 On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the Council voted unanimously to accept the minutes of the Special Joint Meeting with the Board of Finance held August 18, 2009.

OPEN TO THE PUBLIC #26 On a motion by Councilor Soliani, seconded by Councilor Dalla Valle, the Council voted unanimously to open the meeting to the public. Atty. Samuel Slaiby reminded the Council of their responsibility to our students to provide the utmost technology and the best education possible.

SCHEDULE PUBLIC HEARING: REGIONAL FOG RECEIVING FACILITY #107 On a motion by Councilor Colangelo, seconded by Councilor Dalla Valle, the Council voted unanimously to schedule a Public Hearing for September 21, 2009 at 7:00 p.m. to consider the advisability of construction of the Regional Fats, Oil and Grease (FOG) Receiving Facility at the Torrington Water Pollution Control Facility.

RESOLUTION: NATURAL GAS PURCHASE #114 On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the Council voted unanimously to adopt the following resolution:
BE IT RESOLVED, the City of Torrington hereby approves the cooperative purchasing of natural gas through the CCM Energy purchasing Program to take advantage of increased purchasing power of a collective purchasing group;
BE IT FURTHER RESOLVED, upon the recommendation of City Council, the Mayor, in his sole discretion, is authorized to execute, on behalf of the City of Torrington, a retail natural gas supply agreement. Where practical, the Mayor shall submit the agreement to the City Council for review; however if time does not permit such a review by the City Council, the Mayor is authorized to execute the agreement, in which case the mayor shall provide the City Council with a copy of the executed agreement at the City Council's next regularly scheduled meeting;
BE IT FURTHER RESOLVED, any agreement executed pursuant to this resolution may be of duration of more than twelve months but shall not exceed sixty months.

WILLOW GARDENS PROJECT: #250 On a motion by Councilor Colangelo, seconded by Councilor Dalla Valle, the Council voted unanimously to approve payment of $2,057.50 from Fund #288 to TO Design, LLC, Invoice #3017 for professional services rendered to date on the Willow Gardens Project.

WILLOW GARDENS PROJECT: 256 On a motion by Councilor Dalla Valle, seconded by Councilor Colangelo, the Council voted unanimously to approve payment of $3,657.90 from Fund #288 to TO Design, LLC, Invoice #3050 for professional services rendered to date on the Willow Gardens Project.

MUNICIPAL RENOVATIONS #264 On a motion by Councilor Soliani, seconded by Councilor Carbone, the Council voted unanimously to approve the following payments from the Municipal Renovations Fund #0316. |

BUILDING DEPT REPORT #269 On a motion by Councilor Carbone, seconded by Councilor Dalla Valle, the Council voted unanimously to accept the Building Department Report for the month of July, 2009.

OPEN TO PUBLIC: AGENDA ITEMS ONLY #279 On a motion by Councilor Dalla Valle, seconded by Councilor Colangelo, the Council voted unanimously to open the meeting to the public on "agenda items" only.

BUSINESS BY DEPT HEADS #288 On a motion by Councilor Soliani, seconded by Councilor Carbone, the Council voted unanimously to consider business presented by Department Heads.
Deputy Fire Chief Brunoli thanked everyone for participating in the MDA Drive with the highest amount collected to date.

BUSINESS BY MAYOR AND COUNCIL #327 On a motion by Councilor Carbone, seconded by Councilor Soliani, the Council voted unanimously to consider business presented by the Mayor and members of City Council.
Mayor Bingham offered Council members the opportunity to walk through the City Hall project on September 15th at 6:00 p.m. Councilor Carbone expressed her gratitude for the fundraising efforts. Councilor Colangelo said the book situation is so bad in the High School that his daughter's Geometry book was encrusted with mold and many students don't even have books. He said with technology the way it is now, we should be able to purchase online versions, and we should make that our ultimate goal. Councilor Dalla Valle asked about the plans for video taping future Council meetings. Mayor Bingham explained the room will be wired appropriately and new forms of technology will be considered. Councilor Dalla Valle commended the Fire Department. Councilor Soliani voiced her displeasure with the Torrington School System for not airing the President's speech, saying they had enough notice. She asked about the RFP for Coe Park. Mayor Bingham said a date has been scheduled. Councilor Soliani asked about the forensic audit. Mayor Bingham said its scope and level of detail was unforeseen and a meeting will be set up to get everyone on the same page. Councilor
Dalla Valle asked for a copy of the Auditor's charge – what they were looking at and what they were looking for.

ADJOURNMENT #555 On a motion by Councilor Colangelo, seconded by Councilor Carbone, the Council voted unanimously to adjourn at 6:52 p.m. |
