MINUTES CITY COUNCIL & WPC AUTHORITY JULY 13, 2009 |
A REGULAR MEETING of the City Council & WPC Authority was held in the Senior Center Shuffleboard Room on Monday, July 13, 2009.
|
Present were Acting Mayor Richard Dalla Valle, City Councilors Michael Colangelo, Elinor Carbone, Thomas Jerram, Marie Soliani and Drake Waldron, and Purchasing Agent Pennie Zucco, Fleet Manager Emil Castro, City Engineer Ed Fabbri, Fire Lt. Gary Brunoli, Atty. Victor Muschell and Personnel Director Thomas Gritt.

Acting Mayor Dalla Valle called the meeting to order at 6:30 p.m.

MINUTES #14 On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to accept the minutes of the Special Meeting held May 28, 2009.

MINUTES #21 On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to accept the minutes of the Regular Meeting and Public Hearing held June 15, 2009.

MINUTES #28 On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to accept the minutes of the Special Meeting held June 29, 2009.

MINUTES #35 On a motion by Councilor Waldron, seconded by Councilor Colangelo, the Council voted unanimously to accept the minutes of the Special Joint Meeting with the Board of Finance held June 29, 2009.

OPEN TO THE PUBLIC #41 On a motion by Councilor Soliani, seconded by Councilor Waldron, the Council voted unanimously to open the meeting to the public. No one wished to speak.

FELICITY LANE PUMP STATION #49 On a motion by Councilor Colangelo, seconded by Councilor Carbone, the Council voted unanimously to approve payment in the amount of $22,326.90 from the Sanitary Sewer Capital Improvement Fund for Invoice #1 from W.W. Manchester Construction Co., Inc., for the Felicity Lane Pump Station project.

POLICE LABOR AGREEMENT #57 On a motion by Councilor Waldron, seconded by Councilor Jerram, the Council voted unanimously to approve an Addendum to the Police Labor Agreement between the City of Torrington and Local 442, Council 15, AFSCME, extending this contract through June 30, 2012 per Atty. Muschells letter dated July 2, 2009.

TABLED: PLOW TRUCK CHASSIS #124 On a motion by Councilor Colangelo, seconded by Councilor Jerram, the Council voted unanimously to table the motion to waive the bid process and accept the State Bids for the purchase of two plow truck chassis and two dump bodies for fiscal year 2008-2009 out of Acct. #0309.5900.0105, tabled by City Council on 4/20/2009, 5/18/2009 and 6/15/2009.

FARMINGTON RIVER ENHANCEMENT GRANT #135 On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to adopt a resolution and authorize the Mayor to enter into a contract with the State of CT Dept. of Environmental Protection for a personal Service Agreement for the Farmington River Enhancement Grant in an amount not to exceed $25,000. Be it resolved that it is in the best interests of the
City of Torrington to enter into contracts with the Department of Environmental Protection. In furtherance of this resolution, the Mayor of the city of Torrington, Ryan J. Bingham, is duly authorized to enter into and sign said contracts on behalf of the City of Torrington. The Mayor is further authorized to provide such additional information and execute such other documents as may be required by the state or federal government in connection with said contracts and to execute any amendments, rescissions, and revisions thereto.

SVC FOR ELDERLY COMM. #145 On a motion by Councilor Soliani, seconded by Councilor Jerram, the Council voted unanimously to accept the following for three-year terms to the Services for the Elderly Commission expiring July 6, 2012. A. Frank McGowan as a Regular Member to replace Aldo Bergonzi B. Sharon Cullen as an Alternate Member to replace Frank McGowan

FEDERAL JAG GRANT #158 On a motion by Councilor Carbone, seconded by Councilor Colangelo, the Council voted unanimously to adopt a resolution authorizing the Mayor to sign a $30,000 Federal JAG grant, with no matching funds or reimbursement requirements, through the State of CT Office of Policy & Management to obtain Crime Scene Processing Equipment. Resolved that Mayor Ryan J. Bingham is hereby authorized to make,
execute and approve on behalf of the City of Torrington any and all contracts and amendments and to execute and approve on behalf of this municipality other instruments a part of or incident to such contracts and amendments, effective until otherwise ordered by the Board of Directors. |
STORM DRAIN IMPROVEMENTS VISTA DR #167 On a motion by Councilor Jerram, seconded by Councilor Waldron, the Council voted unanimously to accept the Purchasing Agent's and Asst. City Engineer's recommendation to award a unit price contract to Northland Construction, LLC of Unionville, CT in the amount of $62,667.00 for Storm Drainage Improvements on Vista Drive.

HOT DOG VENDOR CONTRACT #175 On a motion by Councilor Colangelo, seconded by Councilor Carbone, the Council voted unanimously to accept the Purchasing Agent's and the Parks & Recreation Commission's recommendation to award a Hot Dog Vendor contract in the amount of $360.00 to Toro I & II to Linda Marsh, Casual Cart, for the 2009 season.

PARKS DEPT: TREE TRIMMING & REMOVAL SVC #184 On a motion by Councilor Waldron, seconded by Councilor Jerram, the Council voted unanimously to accept the Purchasing Agent's recommendation to extend the current bid contract for tree trimming and removal service for the Parks and Recreation Dept. to Precise Landscaping, Inc. of Cheshire, CT for fiscal year 09/10 at the current pricing rate with current terms and conditions.

WILLOW GARDENS ROOF REPLACEMENT #196 On a motion by Councilor Waldron, seconded by Councilor Colangelo, the Council voted unanimously to approve payment of $18,767.60 from fund #0288 to Diamond, Inc., for roof replacement work on the Willow Gardens Project.

MUNICIPAL RENOVATIONS #202 On a motion by Councilor Soliani, seconded by Councilor Jerram, the Council voted unanimously to approve the following payments from the Municipal Renovations Fund #0316. |

OPEN TO PUBLIC: AGENDA ITEMS ONLY #209 On a motion by Councilor Colangelo, seconded by Councilor Jerram, the Council voted unanimously to open the meeting to the public on "agenda items" only. There was no one who wished to speak.

BUSINESS BY DEPT HEADS #218 On a motion by Councilor Waldron, seconded by Councilor Jerram, the Council voted unanimously to consider business presented by Department Heads. Fleet Manager Castro pointed out that vehicle repairs will cost $50,000 for trucks alone and $10,000 each for the spreaders.

BUSINESS BY MAYOR AND COUNCIL #261 On a motion by Councilor Colangelo, seconded by Councilor Jerram, the Council voted unanimously to consider business presented by the Mayor and members of City Council. Councilor Colangelo thanked Mr. Bergonzi for his service on the Services for the Elderly Commission and commended the Fireworks. He asked the City Council to agree as a whole to submit a written, decisive inquiry about the
parameters of what the Tax Collector's conditions are for collecting taxes. Councilor Carbone also thanked Mr. Bergonzi for his service and also commended the Fireworks. Acting Mayor Dalla Valle echoed the Council's sentiments towards Mr. Bergonzi, who's done a great job for many years.
