MINUTES SPECIAL JOINT MEETING CITY COUNCIL & WPC AUTHORITY AND THE BOARD OF FINANCE JUNE 29, 2009

A SPECIAL JOINT MEETING of the City Council & WPC Authority and the Board of Finance was held in the Main Room of the Senior Center on Monday, June 29, 2009 to discuss modifications to the budget.

Present were Mayor Ryan J. Bingham, City Councilors Richard Dalla Valle, Michael Colangelo, Elinor Carbone, Thomas Jerram, Marie Soliani and Drake Waldron, Board of Finance members Daniel Farley, Laurene Pesce, Mark Bushka, Thomas Scoville, Wendy Traub and James Zeller, and Comptroller Alice Proulx.

Mayor Bingham called the meeting to order at 6:32 p.m.
|
ASSESSOR #150 Mayor Bingham explained the cut of $37,293.00 in line item 5103, as a union position lay-off, with that employee bumping a part-time position in the City Clerk's office. Money needed to be added to the City Clerk's budget to compensate for a higher pay rate.
On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to accept the Assessor budget cut of $41,146.00.
On a motion by Mrs. Traub, seconded by Mr. Scoville, the Board of Finance voted unanimously to accept the Assessor budget cut of $41,146.00.

BOARDS AND AGENCIES #187 On a motion by Councilor Carbone, seconded by Councilor Waldron, the Council voted unanimously to accept the Boards and Agencies budget cut of $5,999.00.
On a motion by Mr. Farley, seconded by Mrs. Pesce, the Board of Finance voted unanimously to accept the Boards and Agencies budget cut of $5,999.00.

BUILDING #259 On a motion by Councilor Colangelo, seconded by Councilor Carbone, the Council voted unanimously to accept the Building Dept. budget cut of $7,599.00.
On a motion by Mr. Bushka, seconded by Mr. Scoville, the Board of Finance voted unanimously to accept the Building Dept. budget cut of $7,599.00.

CITY REAL ESTATE #308 On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to accept the City Real Estate budget cut of $892.00.
On a motion by Mrs. Pesce, seconded by Mrs. Traub, the Board of Finance voted unanimously to accept the City Real Estate budget cut of $892.00. |
CITY CLERK #342 On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to accept the City Clerk budget cut of $7,191.00.
On a motion by Mr. Farley, seconded by Mr. Scoville, the Board of Finance voted unanimously to accept the City Clerk budget cut of $7,191.00.

COMPTROLLER #375 On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to accept the Comptroller budget cut of $1,250.00.
On a motion by Mrs. Traub, seconded by Mr. Zeller, the Board of Finance voted unanimously to accept the Comptroller budget cut of $1,250.00.

CORPORATION COUNSEL #390 On a motion by Councilor Waldron, seconded by Councilor Jerram, the Council voted unanimously to accept the Corporation Counsel budget cut of $864.00.
On a motion by Mr. Farley, seconded by Mr. Bushka, the Board of Finance voted unanimously to accept the Corporation Counsel budget cut of $864.00.

CITY COUNCIL #400 On a motion by Councilor Jerram, seconded by Councilor Waldron, the Council voted unanimously to accept the City Council budget cut of $5.00.
On a motion by Mrs. Traub, seconded by Mr. Farley, the Board of Finance voted unanimously to accept the City Council budget cut of $5.00.

ELECTION #429 On a motion by Councilor Jerram, seconded by Councilor Carbone, the Council voted unanimously to accept the Election budget cut of $1,000.00.

PERSONNEL #441 On a motion by Councilor Jerram, seconded by Councilor Carbone, the Council voted unanimously to accept the Personnel budget cut of $3,518.00.
On a motion by Mr. Farley, seconded by Mr. Zeller, the Board of Finance voted unanimously to accept the Personnel budget cut of $3,518.00.

PLANNING & ZONING #472 On a motion by Councilor Colangelo, seconded by Councilor Jerram, the Council voted unanimously to accept the Planning & Zoning budget cut of $2,850.00.
On a motion by Mr. Farley, seconded by Mr. Bushka, the Board of Finance voted unanimously to accept the Planning & Zoning budget cut of $2,850.00.

PURCHASING #485 On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to accept the Purchasing budget cut of $1,300.00.
On a motion by Mrs. Traub, seconded by Mr. Scoville, the Board of Finance voted unanimously to accept the Purchasing budget cut of $1,300.00.

REGISTRAR OF VOTERS #501 On a motion by Councilor Jerram, seconded by Councilor Carbone, the Council voted unanimously to accept the Registrar of Voters budget cut of $2,500.00.
On a motion by Mr. Farley, seconded by Mr. Zeller, the Board of Finance voted unanimously to accept the Registrar of Voters budget cut of $2,500.00.

SERVICES FOR THE ELDERLY #516 On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to accept the Services for the Elderly budget cut of $5,300.00.
On a motion by Mr. Bushka, seconded by Mr. Farley, the Board of Finance voted unanimously to accept the Services for the Elderly budget cut of $5,300.00.

TREASURER #543 On a motion by Councilor Jerram, seconded by Councilor Soliani, the Council voted unanimously to accept the Treasurer budget cut of $640.00.
On a motion by Mr. Scoville, seconded by Mr. Zeller, the Board of Finance voted unanimously to accept the Treasurer budget cut of $640.00.

DATA PROCESSING #570 On a motion by Councilor Jerram, seconded by Councilor Soliani, the Council voted unanimously to accept the Data Processing budget cut of $5,854.00.
Councilor Colangelo stated his recommendation that all City Information Technology be combined including the schools and public safety.
On a motion by Mr. Zeller, seconded by Mr. Bushka, the Board of Finance voted unanimously to accept the Data Processing budget cut of $5,854.00.

PUBLIC SAFETY – MISC. #639 On a motion by Councilor Waldron, seconded by Councilor Jerram, the Council voted unanimously to accept the Public Safety-Misc. budget cut of $31,483.00.

EMERGENCY MANAGEMENT #665 On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to accept the Emergency Management budget cut of $548.00.
On a motion by Mrs. Traub, seconded by Mr. Farley, the Board of Finance voted unanimously to accept the Emergency Management budget cut of $548.00.

POLICE/DISPATCH/TRAFFIC/CANINE #781 On a motion by Councilor Waldron, seconded by Councilor Jerram, the Council voted unanimously to accept the Dispatch/Police/Fire budget cut of $148,416.00.
On a motion by Mr. Zeller, seconded by Mr. Farley, the Board of Finance voted unanimously to accept the Dispatch/Police/Fire budget cut of $148,416.00

CITY HALL # 911 On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to accept the City Hall budget cut of $4,045.00.
On a motion by Mr. Farley, seconded by Mr. Zeller, the Board of Finance voted unanimously to accept the City Hall budget cut of $4,045.00.

LANDFILL #987 On a motion by Councilor Waldron, seconded by Councilor Jerram, the Council voted unanimously to accept the Landfill budget cut of $19,909.00.

SANITARY SEWER/STREET LIGHTS #1044 On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to accept the Sanitary Sewers/Street Lights budget cut of $9,799.00.

STREET #1093 On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to accept the Street Dept. budget cut of $75,852.00.
On a motion by Mr. Farley, seconded by Mr. Zeller, the Board of Finance voted unanimously to accept Street Dept. budget cut of $75,852.00.

PARKS #1162 On a motion by Councilor Waldron, seconded by Councilor Colangelo, the Council voted unanimously to accept the Parks budget cut of $3,000.00.
On a motion by Mr. Scoville, seconded by Mr. Bushka, the Board of Finance voted unanimously to accept the Parks budget cut of $3,000.00.

HEALTH #1188 On a motion by Councilor Jerram, seconded by Councilor Carbone, the Council voted unanimously to accept the Health budget cut of $21,566.00.
Mayor Bingham explained that this figure is a projection based on the increased recycling rates due to single-stream recycling.
On a motion by Mrs. Traub, seconded by Mr. Farley, the Board of Finance voted unanimously to accept the Health budget cut of $21,566.00.

RECREATION #1229 On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted to reject the Recreation budget cut of $22,925.00. Councilor Jerram said this went back to their original discussion where it was agreed that stipends would come before the council. Councilor Colangelo said this benefits the whole community, and they had already agreed that the stipends were modest as they stood. Councilor Dalla Valle was opposed saying this cut would not affect the entire community, only specialized sports. The motion to reject the Recreation budget cut was passed 5/1.

ECONOMIC DEVELOPMENT #1463 On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to accept the Economic Development budget cut of $1,296.00.
On a motion by Mrs. Traub, seconded by Mr. Farley, the Board of Finance voted unanimously to accept the Economic Development budget cut of $1,296.00.

INSURANCE #1482 On a motion by Councilor Waldron, seconded by Councilor Jerram, the Council voted unanimously to accept the Insurance budget cut of $23,000.00.
On a motion by Mr. Scoville, seconded by Mr. Bushka, the Board of Finance voted unanimously to accept the Insurance budget cut of $23,000.00.

PENSION & BENEFITS #1592 On a motion by Councilor Waldron, seconded by Councilor Colangelo, the Council voted unanimously to accept the Pension & Benefits budget cut of $4,800.00.
On a motion by Mr. Bushka, seconded by Mrs. Pesce, the Board of Finance voted unanimously to accept the Pension & Benefits budget cut of $4,800.00

TAX COLLECTOR #1649 On a motion by Councilor Jerram, seconded by Councilor Waldron, the Council voted unanimously to accept the Tax Collector budget cut of $9,406.00.
On a motion by Mr. Zeller, seconded by Mr. Farley, the Board of Finance voted unanimously to accept the Tax Collector budget cut of $9,406.00.

CONTINGENCY #1708 On a motion by Councilor Colangelo, seconded by Councilor Carbone, the Council voted to accept the Contingency budget cut of $27,225.00, with a caveat that $22,925 would be put back into Contingency. The motion was passed 5/1 with Councilor Dalla Valle opposed.

Mrs. Traub commented that she saw no cuts in the Mayor's budget here. Mayor Bingham replied his budget has been cut so many times for the past 3 years, cutting phones, office supplies and a vehicle. He said he gave it his best effort and will take a look at it. Mrs. Traub acknowledged that the Mayor's office takes as many cuts as other departments, if not more.
Mr. Zeller emphasized the need to replace contingency funds. Mayor Bingham said he would find a way.

ADJOURNMENT #1920 On a motion by Councilor Waldron, seconded by Councilor Jerram, the Council voted unanimously to adjourn at 7:24 p.m.
