SPECIAL TELEPHONIC MEETING
CITY COUNCIL & WPC AUTHORITY

A SPECIAL TELEPHONIC MEETING of the City Council & WPC Authority was held in the Mayor's Office Wednesday, June 10, 2009 to discuss the 2009 fireworks display.

Those in attendance included Mayor Ryan J. Bingham, Corporation Counsel Ernestine Yuille Weaver, Purchasing Agent Pennie Zucco, Superintendant of Parks & Recreation Brett Simmons, Recreation Director Donna Winn, and Administrative Assistant to the Mayor Stephen Nocera. City Councilor Marie Soliani was physically present, while City Councilors Rick Dalla Valle,          Michael Colangelo, Drake Waldron, and Thomas Jerram were present telephonically. Councilor Elinor Carbone was absent.

Mayor Bingham called the meeting to order at 4:15 p.m.  

Mayor Bingham informed the Council of his campaign to solicit additional funds to supplement city funds for this year's fireworks display. After sending out 1000 solicitation letters, and arranging with the newspapers to print clip-out donation forms, the response has been good. The Mayor said he has been pledged at least $2,000 and has received some checks already. Plans include a sign to thank donors after the event from Giordano Signs and ways to acknowledge all donors during the event.

Councilor Soliani challenged her colleagues on the Council to match her donation to the fireworks.

Councilor Colangelo said the public's donations show how much the community cares, and agreed to match Councilor Soliani's donation, along with Councilor Jerram and the Mayor.

Councilor Dalla Valle said he is not opposed to the fireworks, they are a wonderful event.  He said he adheres to his statement that this is not the time to spend the money.  Councilor Dalla Valle said he will support the fireworks event as always.

Councilor Jerram said he is behind the fireworks as it is a great event for the city.

Councilor Colangelo said the Council owes it to the people to do what they can to make sure this event happens. He suggested cutting costs elsewhere.

Mayor Bingham said he will do everything he can to reduce the costs, while increasing the revenue for the fireworks.

Councilor Waldron said he is in favor of supporting the fireworks, but we may not be able to afford the event in the future as it is too costly for the town. He said we definitely need alternative ways of financing it.

Mayor Bingham said he's considering options of charging admission, asking for donations per car, passing around a donation box or a mix of all of the above. He said he will make sure that the cost to the taxpayers through our budget is as minimal as possible.

ADJOURNMENT
On a motion by Councilor Soliani, seconded by Councilor Waldron, the council voted unanimously to adjourn at 4:32 p.m.
