CITY COUNCIL & WPC AUTHORITY
MAY 19, 2009                
   
A SPECIAL MEETING of the City Council & WPC Authority was held in the Main Room of the Senior Center on Tuesday, May 19, 2009 to discuss budgets.

Those in attendance included Mayor Ryan J. Bingham, City Councilors Rick Dalla Valle,  Michael Colangelo, Elinor Carbone, Thomas Jerram, and Marie Soliani,  Corporation Counsel Ernestine Yuille Weaver, Public Works Director Jerry Rollett, Superintendant of Parks & Recreation Brett Simmons, Recreation Director Donna Winn and Comptroller Alice Proulx.

Mayor Bingham called the meeting to order at 5:32 p.m.  

Mayor Bingham asked the Council to only tentatively approve the budgets presented in the hopes that more adjustments would be available next Thursday when they attempt to set the mill rate.

ECONOMIC DEVELOPMENT #79
On a motion by Councilor Colangelo, seconded by Councilor Dalla Valle, the council voted unanimously to tentatively approve the Economic Development budget of $81,321.

RECREATION #121
On a motion by Councilor Carbone, seconded by Councilor Dalla Valle, the council voted unanimously to tentatively approve the Recreation budget of $437,082.

Councilor Jerram inquired about the athletics stipend. Superintendent Simmons explained that the Commission is looking to realign the stipends by reevaluating the recipients through the use of application forms.

COE PARK FUND #249
On a motion by Councilor Colangelo, seconded by Councilor Dalla Valle, the council voted unanimously to tentatively approve the Coe Park Fund budget of $177,215.

BOARD OF TAX REVIEW #278
On a motion by Councilor Jerram, seconded by Councilor Colangelo, the council voted unanimously to tentatively approve the Board of Tax Review budget of $5,350.

BOARDS AND AGENCIES #329
On a motion by Councilor Carbone, seconded by Councilor Colangelo, the council voted unanimously to tentatively approve the Boards and Agencies budget of $361,300.

COUNCIL #391
Councilor Carbone made a motion, seconded by Councilor Dalla Valle, to consider tentative approval of the Council budget of $8,026.

Councilor Carbone, in a spirit of respecting and honoring the union members who have agreed to not take a raise this year, and recognizing the other Boards that spend an enormous amount of time on their service, made a motion the Council not accept their stipends this year, with a budget of $275.  This was seconded by Councilor Colangelo and unanimously approved.

BOND REDEMPTION #432
On a motion by Councilor Jerram, seconded by Councilor Colangelo, the council voted unanimously to tentatively approve the Bond Redemption budget of $4,266,690.

BOND INTEREST #442
On a motion by Councilor Colangelo, seconded by Councilor Soliani, the council voted unanimously to tentatively approve the Bond Interest budget of $1,298,541.

INSURANCE #479
On a motion by Councilor Colangelo, seconded by Councilor Carbone, the council voted unanimously to tentatively approve the Insurance budget of $1,429,269.

PENSION & BENEFITS #519
On a motion by Councilor Colangelo, seconded by Councilor Jerram, the council voted unanimously to tentatively approve the Pension & Benefits budget of $10,356,640.

TAX COLLECTOR #530
On a motion by Councilor Jerram, seconded by Councilor Carbone, the council voted unanimously to tentatively approve the Tax Collector budget of $441,000.

CONTINGENCY #540
On a motion by Councilor Carbone, seconded by Councilor Colangelo, the council voted unanimously to tentatively approve the Contingency budget of $255,000.

DISPATCH #563
On a motion by Councilor Colangelo, seconded by Councilor Carbone, the council voted unanimously to tentatively approve the Dispatch budget of $371,316.

BUDGET CHANGES #873
On a motion by Councilor Colangelo, seconded by Councilor Carbone, the council voted unanimously to tentatively approve the following list of budgets that have been changed as read by Mayor Bingham:

HEALTH #982
On a motion by Councilor Jerram, seconded by Councilor Colangelo, the council voted unanimously to tentatively approve the Health budget of $2,447,072.

ADJOURNMENT #1030
On a motion by Councilor Jerram, seconded by Councilor Colangelo, the council voted unanimously to adjourn at 6:04 p.m.
