Minutes 03/23/2009
 A   SPECIAL  MEETING of the City Council & WPC Authority was held in theMain Room of the Senior Center on Monday, March 23, 2009 to discuss budgets.

Those in attendance included Mayor Ryan J. Bingham, City Councilors Rick Dalla Valle,  Michael Colangelo, Elinor Carbone, Thomas Jerram, Marie Soliani, and Drake  Waldron, Public Works Director Jerry Rollett, Superintendant of Streets Robert Lizotte, Superintendant of Parks & Recreation Brett Simmons, Parks & Recreation Commission Chairman Patricia Fairchild and Comptroller Alice Proulx.

Mayor Bingham called the meeting to order at 6:05 p.m.  

Councilor Dalla Valle clarified to the press that the council is tentatively approving the budgets.

ENGINEERING #24       
On a motion by Councilor Carbone, seconded by Councilor Waldron, the council voted unanimously to tentatively approve the Engineering Budget of $603,607.

EQUIPMENT MAINTENANCE #99
On a motion by Councilor Jerram, seconded by Councilor Colangelo, the council voted unanimously to tentatively approve the Equipment Maintenance Budget of $1,286,338.
STREET #322
On a motion by Councilor Carbone, seconded by Councilor Jerram, the council voted  unanimously to tentatively approve the Street Dept. Budget and Capital Improvement Budget of $8,322,526.

PARKS #519
On a motion by Councilor Waldron, seconded by Councilor Colangelo, the council voted unanimously to tentatively approve the Parks Department Budget and Capital Improvement  Budget of $1,113,942.

CITY REAL ESTATE #751
On a motion by Councilor Jerram, seconded by Councilor Soliani, the council voted unanimously to tentatively approve the City Real Estate Budget of $53,850.

PUBLIC WORKS DIRECTOR #781
On a motion by Councilor Colangelo, seconded by Councilor Carbone, the council voted unanimously to tentatively approve the Public Works Director’s Budget of $136,220.

CITY HALL #807
On a motion by Councilor Jerram, seconded by Councilor Carbone, the council voted unanimously to tentatively approve the City Hall Budget of $240,916.

LANDFILL #846
On a motion by Councilor Dalla Valle, seconded by Councilor Colangelo, the council voted unanimously to tentatively approve the Landfill Budget of $1,070,000.

SANITARY SEWER/STREETLIGHTS #950
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the council voted unanimously to tentatively approve the Sanitary Sewer/Streetlights Budget of $591,560.

HEALTH #968
On a motion by Councilor Jerram, seconded by Councilor Carbone, the council voted unanimously to tentatively approve the Health Dept. Budget of $2,357,072.

CITY CLERK #1027
On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the council voted  unanimously to tentatively approve the City Clerk Budget of $629,047.

PLANNING & ZONING #1115
On a motion by Councilor Waldron, seconded by Councilor Colangelo, the council voted unanimously to tentatively approve the Planning & Zoning Budget of $282,058.

MAYOR #1146
On a motion by Councilor Jerram, seconded by Councilor Waldron, the council voted unanimously to tentatively approve the Mayor’s Budget of $213,211.

ADJOURNMENT #1214
On a motion by Councilor Waldron, seconded by Councilor Jerram, the council voted unanimously to adjourn at 6:47 p.m.
