MINUTES
       CITY COUNCIL & WPC AUTHORITY AND THE BOARD OF PUBLIC SAFETY
       APRIL 1, 2009

A SPECIAL JOINT MEETING of the City Council & WPC Authority and the Board of Public Safety was held on Wednesday, April 1, 2009, in the Senior Center Main Room.

Those in attendance included Mayor Ryan J. Bingham, Councilors Rick Dalla Valle, Michael Colangelo, Thomas Jerram, Marie Soliani, Drake Waldron, Members of the Board of Public Safety Gerald A. Zordan, Richard Zaharek, Douglas J. Benedetto, James E. Potter, Christopher Cook and Robert C. Zordan, Acting Police Chief Michael Maniago, Traffic Officer Robert Shopey, Capt. Christopher Smedick, Lt. Michael Emanuel, Officer Michael Morris, Officer John Newkirk, Fire Chief John Field, Deputy Fire Chief Jaye Giampaolo, Board of Finance Members Daniel Farley  and Wendy Traub, and Comptroller Alice Proulx.

Mayor Bingham called the meeting to order at 7:05 p.m.



EMERGENCY MANAGEMENT  #710
On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to tentatively approve the Emergency Budget of $33,086.

FIRE #731
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted unanimously to tentatively approve the Fire Dept. Budget of $4,762,778, which includes a reduction of the Chief’s salary.


POLICE #951
On a motion by Councilor Jerram, seconded by Councilor Waldron, the Council considered the Police Dept. Budget of $8,373,002. Councilor Jerram amended his motion to reflect funding of the PAL and Explorer Programs; Councilor Waldron amended his second. The Council voted unanimously to tentatively approve a  budget of $8,375,502.

CANINE #1422
On a motion by Councilor Waldron, seconded by Councilor Colangelo, the Council voted unanimously to tentatively approve the Canine Budget of $99,931.
TRAFFIC #1547
On a motion by Councilor Jerram, seconded by Councilor Colangelo, the Council voted unanimously to tentatively approve the Traffic Budget of $298,308.
PUBLIC SAFETY MISC. #1624
On a motion by Councilor Colangelo, seconded by Councilor Jerram, the Council voted unanimously to tentatively approve the Public Safety Miscellaneous Budget of $1,900,275.
ADJOURNMENT #1648
On a motion by Councilor Colangelo, seconded by Councilor Jerram, the Council voted unanimously to adjourn at 7:35 p.m.
