A   SPECIAL  MEETING of the City Council & WPC Authority was held in the Senior Center Main Room on Monday, March 9, 2009 to discuss budgets.

Those in attendance included Mayor Ryan J. Bingham, City Councilors Rick E. Dalla Valle, Elinor Carbone, Marie P. Soliani, and Drake L. Waldron, Comptroller Alice Proulx and Board of Finance member Daniel Farley.

Mayor Bingham called the meeting to order at 6:10 p.m.  He asked that all changes to budget items be considered.  The Mayor pointed out that wage line items did not include the 53 paydays budgeted in the fiscal year July 1, 2009 to June 30, 2010, representing a difference of $316,199.82. Mayor Bingham urged the Council to cut costs, review everything, and make sure a solid budget is proposed to offset any increases derived from the Reval Process and significant decreases in federal, state and local revenue sources.

ASSESSOR #155
On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the board voted unanimously to tentatively approve the Assessor Budget of $478,754.
        
BUILDING #299
On a motion by Councilor Carbone, seconded by Councilor Waldron, the board voted unanimously to tentatively approve the Building Dept. Budget of $325,955.

COMPTROLLER #414
On a motion by Councilor Soliani, seconded by Councilor Waldron, the board voted unanimously to tentatively approve the Comptroller Budget of $263,835.

        CORPORATION COUNSEL #444
On a motion by Councilor Carbone, seconded by Councilor Dalla Valle, the board voted unanimously to tentatively approve the Corporation Counsel Budget of $188,385.

ELECTION #461
On a motion by Councilor Waldron, seconded by Councilor Dalla Valle, the board voted unanimously to tentatively approve the Election Budget of $59,000.

PERSONNEL #555
On a motion by Councilor Carbone, seconded by Councilor Dalla Valle, the board voted unanimously to tentatively approve the Personnel Dept. Budget of $219,376.

PURCHASING #607
On a motion by Councilor Waldron, seconded by Councilor Carbone, the board voted unanimously to tentatively approve the Purchasing Dept. Budget of $122,374.

REGISTRARS #675
On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the board voted unanimously to tentatively approve the Registrars Budget of $139,938.

SENIOR CENTER #718
Mayor Bingham noted the City-funded portion of the overall Senior Center budget is a small percentage of the total expense. There are many different revenue sources including, but not limited to grants, donations from members, and the Thrift Shop.

On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the board voted unanimously to tentatively approve the Senior Center Budget of $319,875.

TREASURER #887
On a motion by Councilor Carbone, seconded by Councilor Waldron, the board voted unanimously to tentatively approve the Treasurer Budget of $37,852.

DATA PROCESSING #916
On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the board voted unanimously to tentatively approve the Data Processing Budget of $356,292.

ADJOURNMENT #974
On a motion by Councilor Carbone, seconded by Councilor Waldron, the board voted unanimously to adjourn at 6:40 p.m.
