        CITY COUNCIL & WPC AUTHORITY
        MARCH 24, 2008

A   SPECIAL  MEETING of the City Council & WPC Authority was held on Monday, March 24, 2008 in the Council Chambers to discuss budgets.

Those in attendance included Mayor Ryan J. Bingham, City Councilors Michael Colangelo, Elinor Carbone, Marie P. Soliani, and Drake L. Waldron, and Comptroller Alice Proulx. Councilors Rick E. Dalla Valle, and Thomas C. Jerram were absent.

Mayor Bingham called the meeting to order at 6:00 p.m.  

INFORMATION TECHNOLOGY #085
The goal is to better account for department spending on computers, software, etc.  Similar to the Vehicle Replacement Account, it will have a general schedule for replacement every five years, based on the users and technology.    

On a motion by Councilor Waldron, seconded by Councilor Colangelo, the board voted unanimously to tentatively approve the Information Technology Budget.

CITY HALL #175
On a motion by Councilor Waldron, seconded by Councilor Carbone, the board voted unanimously to tentatively approve the City Hall Budget as presented.

RECREATION #345
Mayor Bingham noted that last year, Councilor Dalla Valle and Board of Finance member Thomas Scoville were asked to looked at the stipends.  They haven’t yet completed enough work to recommend any changes, but something will be ready next year in terms of better understanding the equity between stipends. They also were asked to look into Recreation Fund 200.

Councilor Carbone made a motion to tentatively approve the Recreation Budget.  Councilor Colangelo seconded.  

Councilor Soliani requested having someone from Recreation come before them on April 14th.

The vote was unanimous, but the budget will be reviewed again on 4/14/08.

COE MEMORIAL PARK #480
Mayor Bingham stated the Coe Park Sub Committee will take some responsibility for their own budget.  

On a motion by Councilor Colangelo, seconded by Councilor Waldron, the board voted unanimously to accept the Coe Memorial - Fund 0040 Budget.

ADJOURNMENT #590
On a motion by Councilor Waldron, seconded by Councilor Carbone, the board voted unanimously to adjourn.
