FEBRUARY 25, 2008
A SPECIAL MEETING of the City Council & WPC Authority was held in the Council Chambers on Monday, February 25, 2008 to discuss budgets.
Those in attendance included Mayor Ryan J. Bingham, City Councilors Rick E. Dalla Valle, Elinor Carbone, Marie P. Soliani, and Drake L. Waldron, Comptroller Alice Proulx, Director of Elderly Services Nancy Hodkoski, and Board of Finance members Wendy Traub and Laurene Pesce. Councilors
Michael Colangelo, and Thomas C. Jerram were absent.
Mayor Bingham called the meeting to order at 6:00 p.m.
ASSESSOR’S BUDGET # 050
Reduction of $1,650.00 in Line Item 5360.0000 (New Equipment)
Councilor Waldron inquired whether the 10% in Salary I and 12% in Salary II Line Items were contractual.
Mayor Bingham said yes. He explained that the percentages were based on wage increases retroactive for two years, which were 3½% and a $1,000.00 bump for two years. He stated that, if any increase in the salary line items is not contractual, i.e., adding a new position, etc., he will point that out.
Councilor Soliani inquired about the 100% increase in overtime.
Mayor Bingham explained that the increase of $2,000.00 in overtime was in direct correlation to the revaluation, in terms of checking the new system against the old.

On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the Council voted unanimously to tentatively approve the Assessor’s budget.
COMPTROLLER #155
Mayor Bingham explained that many of the departments’ budgets will include increases in Dues and Fees, and Education and School Classes and the reason is that the city is encouraging department heads and assistants to continue their education, attend conferences, etc.
MOTION #215
On a motion by Councilor Dalla Valle, seconded by Councilor Soliani, the Council voted unanimously to tentatively approve the Comptroller’s budget.
CORPORATION COUNSEL #220
Reduction of $300.00 in Line Item 5265.0000 (Miscellaneous Expense)
Reduction of $750.00 in Line Item 5346.0000 (Software)
Two points of order:
A possible reduction is forthcoming in Line Item 5220.0000 (Pub-Dues-Fees)
An increase in Line Item 5213.0000 (Conferences): She will attend more classes
MOTION #265
On a motion by Councilor Waldron, seconded by Councilor Dalla Valle, the Council voted unanimously to tentatively approve the Corporation Counsel’s budget.
PERSONNEL #270
Reduction of $35,000.00 in Line Item 5526.0002 (Labor Negotiations - Pensions Plan) - due to the recent hiring of the consultant.
MOTION #300
On a motion by Councilor Dalla Valle, seconded by Councilor Soliani, the Council voted unanimously to tentatively approve the Personnel budget.
PURCHASING # 310
Reduction of $5,722.00 in Line Item 5103.0000 (Regular Wages)
Reduction of $ 437.00 in Line Item 5753.0000 (Emp. FICA)
Reduction of $1,500.00 in Line Item 5280.0000 (Office Supplies)

On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the Council voted unanimously to tentatively approve the Purchasing budget.

Point of order:
A possible reduction in Line Item 5231.0000 (Printing) The registrars changed printing company for their city-wide canvassing.

On a motion by Councilor Carbone, seconded by Councilor Soliani, the Council voted unanimously to tentatively approve the Registrar’s budget.
SENIOR CENTER #390
On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the Council voted unanimously to table the Senior Center budget.
TREASURER #425
Reduction of $250.00 from Line Item 5360.0000 (New Equipment)
MOTION #435
On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the Council voted unanimously to tentatively approve the Treasurer’s budget.
DATA PROCESSING #445
On a motion by Councilor Dalla Valle, seconded by Councilor Carbone, the Council voted unanimously to table the Data Processing budget.
Fairly significant reductions are expected in the manner purchases will be tracked.
ADJOURNMENT #470
On a motion by Councilor Dalla Valle, seconded by Councilor Soliani, the Council voted unanimously to adjourn at 6:18 p.m.
