APRIL 30, 2007
A SPECIAL MEETING of the City Council & WPC Authority was held on Monday, April 30, 2007, in the Council Chambers to discuss budgets.
Those in attendance included Mayor Ryan J. Bingham, City Councilors Thomas C. Jerram, Rick E. Dalla Valle, Andrew J. Slaiby, Marie P. Soliani, and Drake L. Waldron, Corp. Counsel Ernestine Yuille Weaver, and Comptroller Alice Proulx. Councilor James F. McKenna was absent.
Mayor Bingham called the meeting to order at 6:00 p.m.
MINUTES #020
On a motion by Councilor Waldron, seconded by Councilor Dalla Valle, the board voted unanimously to accept the minutes of the special meeting held 04/23/2007 on budgets.
ASSESSOR #045
Line Item 5104 - Overtime, reduced by $3,000.00
Line Item 5106 - Extra Help, reduced by $2,500.00
Line Item 5753 - FICA, reduced by $230.00
Line Item 5360 - New Equipment, reduced by $9,000.00
Discussion took place in regard to Line Item 5199 - Contract Services, and further discussion will take place.
On a motion by Councilor Waldron, seconded by Councilor Jerram, the board voted unanimously to tentatively approve the Assessor’s Budget, subject to the contract services line item.
BOARD OF TAX REVIEW #195
On a motion by Councilor Jerram, seconded by Councilor Slaiby, the board voted unanimously to tentatively approve the Board of Tax Review Budget.
BOARDS AND AGENCIES #210
Line Item 5503 - Community Development, reduced by $10,000.00
Line Item 5510 - Contract RMHB, reduced by $4.00
Line Item 5517 - Torrington Library, reduced by $12,600.00
Line Item 5518 - Outreach & Youth Services, reduced by $297.00
Line Item 5521 - Northwest Conservation, reduced by $750.00
Line Item 5527 - Susan B. Anthony, reduced by $6,000.00
Line Item 5532 - CCM, increase by $446.00
Line Item 5540 - Northwest Center, reduced by $5,780.00
Line Item 5545 - Nutmeg Big Brothers, Sisters, reduced by $3,500.00
Bottom Line is $357,764.00; increase of 3.15%.
On a motion by Councilor Dalla Valle, seconded by Councilor Waldron, the board voted unanimously to tentatively approve the Boards and Agencies Budget.
COUNCIL #310
On a motion by Councilor Jerram, seconded by Councilor Slaiby, the board voted unanimously to tentatively approve the Council Budget.
MAYOR #350
On a motion by Councilor Jerram, seconded by Councilor Waldron, the board voted unanimously to approve the Mayor’s Budget.
DATA PROCESSING #360
Line Item 5100 - Salaries 1, reduced by $4,515.00
Line Item 5345 - Computer, reduced by $82,800.00
Bottom line $352,314.00
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the board voted unanimously to tentatively approve the Data Processing Budget.
Recreation and Coe Godfrey’s budgets were not ready to vote on.
ECONOMIC DEVELOPMENT #425
On a motion by Councilor Jerram, seconded by Councilor Waldron, the board voted unanimously to tentatively approve the Economic Development Budget.
The bulk of the increase in Line Item 5900 - Program Expenditures, is to market the new Enterprise Corridor.
BOND REDEMPTION #465
On a motion by Councilor Dalla Valle, seconded by Councilor Waldron, the board voted unanimously to tentatively approve the Bond Redemption Budget.
DEBT INTEREST & EXPENSE #520
Line Item 5610 - Vogel Wetmore, reduced by $2,575.00
Line Item 5611 - THS Renovation, reduced by $1,040,631.00
Line Item 5612 - THS Ball Field, reduced by $7,951.00
Line Item 5613 - Industrial Park, reduced by $3,991.00
Line Item 5614 - Southwest Elementary, reduced by $127,681.00
Line Item 5615 - Torringford School, increase of $764.00
Bottom Line $1,633,432.00 or -15.54%.
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the board voted unanimously to tentatively approve the Debt Interest & Expense Budget.
INSURANCE #575
Still delving into this budget to see if any savings can be derived.
Councilor Soliani suggested looking at different agents as well as different companies and plans in order to get a fresh look.
On a motion by Councilor Jerram, seconded by Councilor Waldron, the board voted unanimously to tentatively approve the Insurance Budget.
PENSION & BENEFITS #680
Line Item 5753 - Employee FICA, increase of $447.00
Line Item 5759 - Officials & Wage Inc., increase of $10,948.00
Line Item 5754 - Blue Cross Premium, reduced by $506,402.00
Bottom Line is $8,951,086.00 or 1.44%.
On a motion by Councilor Jerram, seconded by Councilor Dalla Valle, the board voted unanimously to tentatively approve the Pension & Benefits Budget based on the fact that we may get lower premiums for Blue Cross Premiums.
TAX COLLECTOR #765
On a motion by Councilor Jerram, seconded by Councilor Slaiby, the board voted unanimously to tentatively approve the Tax Collector’s Budget.
CONTINGENCY #780
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the board voted unanimously to tentatively approve the Contingency Budget.
ADJOURNMENT #940
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the board voted unanimously to adjourn at 6:30 p.m.
