             JULY 18, 2005

A   REGULAR  MEETING  of the City Council & WPC Authority was held on Monday, July 18, 2005, in the Council Chambers.

Those in attendance included City Councilors Thomas C. Jerram, Paul F. Samele, Jr., Marie P. Soliani, James F. McKenna, Paul W. Summers, and Drake L. Waldron, Corp. Counsel Albert Vasko, and Public Works Director Gerald Rollett.  Absent was Mayor Owen J. Quinn, Jr.

In Mayor Quinn’s absence, Councilwoman Soliani chaired the meeting and called it to order at 6:33 p.m.
 
MINUTES #025
On a motion by Councilor Jerram, seconded by Councilor Samele, the board, with the exception of Councilor McKenna who abstained, voted to approve the minutes of the regular meeting held July 5, 2005.

OPEN TO THE PUBLIC #030
On a motion by Councilor Summers, seconded by Councilor Jerram, the board voted unanimously to open the meeting to the public.  There was no public participation.

OLD FIREHOUSE: J.R. LALIBERTE #055
On a motion by Councilor Jerram, seconded by Councilor Summers, a discussion took place in regard to the foreclosure of the Old Firehouse: J. R. Laliberte (Tabled on 7/19, 8/16, 9/7, 9/20, 10/4, 11/1, 12/20, 02/07, 04/18, 5/2, & 6/20.)

Councilor Soliani pointed out that Mr. Laliberte was absent.  However, he had submitted a reasonable explanation in letter form of exactly what was occurring at the Old Firehouse.

MOTION TO TABLE #090
On a motion by Councilor Summers, seconded by Councilor Jerram, the board voted unanimously to table the foreclosure of the Old Firehouse until October 17, 2005.

RAFFERTY FINE GRADING #110
On a motion by Councilor McKenna, seconded by Councilor Jerram, the board voted unanimously to accept the recommendations from the Purchasing Agent and the Public Works Director to extend a contract with Rafferty Fine Grading for pavement reclamation for the fiscal year 05/06 with no increase in price.

CARDINAL ENGINEERING ASSO. #115
On a motion by Councilor Summers, seconded by Councilor Waldron, the board voted unanimously to authorize the payments of $1,099.37 and $2,213.75 from Sanitary Sewer Capital Improvement Fund #490 to Cardinal Engineering Assoc. , for engineering services on the East Main Street/New Harwinton Road sanitary sewer improvements, and referred them to the Board of Finance.

CARDINAL ENGINEERING ASSO. #120
On a motion by Councilor Samele, seconded by Councilor McKenna, the board voted unanimously to authorize the payment of $373.75 from Sanitary Sewer Capital Improvement Fund #490 to Cardinal Engineering Assoc., for engineering services on the Tara Drive Sanitary Sewer, and referred it to the Board of Finance.

        P & G PEPPER CONST. #125
On a motion by Councilor Samele, seconded by Councilor Waldron, the board voted unanimously to authorize the payment of $119,034.30 from Sanitary Sewer Capital Improvement Fund #490 to P & G Pepper Construction Services for storm drainage work on the New Harwinton Road Sanitary Sewer Project, and referred it to the Board of Finance.
 
P & G PEPPER CONST. #130
On a motion by Councilor Jerram, seconded by Councilor McKenna, the board voted unanimously to authorize the payment of $1,665.26 from Sanitary Sewer Capital Improvement Fund #490 to P & G Pepper Construction Serv., Inc. held as a retainer on the Greenridge Road Sanitary Sewer & Storm Sewer Project, and referred it to the Board of Finance.

On a motion by Councilor Jerram, seconded by Councilor Summers, the board voted unanimously to authorize the following payments from the Torringford School Building Fund #314:

SISTER CITY AGREEMENT - DISTRICT OF ZHONGLOU #145
On a motion by Councilor McKenna, seconded by Councilor Samele, the board voted unanimously to authorize Mayor Quinn to enter into a Sister City Agreement with the District of Zhonglou, city of Changzhou, the People’s Republic of China.

BUILDING DEPT. REPORT #200
On a motion by Councilor McKenna, seconded by Councilor Jerram, the board voted unanimously to accept the Building Department Report for June 2005.

FORECLOSURE ACTION: BOWLING DEV. LLC #205
On a motion by Councilor McKenna, seconded by Councilor Summers, the board voted unanimously to authorize the Corporation Counsel to begin foreclosure action under the City’s Anti-Blight Ordinance against Bowling Development LLC for property located at 518 Main Street.

Councilor Soliani informed the board that the owner of Bowling Development, LLC did not show up when invited to talk with the Building Official and has been completely noncompliant with the Blight Committee.  

BUS: DEPT. HEADS #250
On a motion by Councilor Samele, seconded by Councilor Summers, the board voted unanimously to consider business presented by Department Heads.  

City Clerk Joseph L. Quartiero indicated that the State Library recently approved another Records Restoration Grant in the amount of $12,000.00.  Mr. Quartiero has received a total of $51,000.00 in grants since the program was initiated in 2000.

BUS: MEMBERS OF THE CITY COUNCIL #280
On a motion by Councilor Jerram, seconded by Councilor Samele, the board voted unanimously to consider business presented by the members of the City  Council.

Councilor Jerram commended the Parks and Recreation Department for keeping the fields in phenomenal condition.

Councilor McKenna commended everyone involved in the tremendous display of fireworks on July 4th.
Councilor Soliani stated that several business owners had told her they would be willing to donate funds toward next year’s fireworks.  Perhaps this was something that Parks & Recreation could look into.

On a motion by Councilor Jerram, seconded by Councilor Samele, the board voted unanimously to adjourn at 6:45 p.m.
