                     SPECIAL JOINT MEETING OF THE
         BOARD OF COUNCILMEN & THE
         BOARD OF PUBLIC SAFETY
                    APRIL 11, 2005

A   SPECIAL JOINT  MEETING   of the Board of Councilmen and the Board of Public Safety was held on Monday, April 11, 2005, in the Council Chambers.

Those in attendance included Mayor Owen J. Quinn, Jr.,  members of the Board of Councilmen Thomas C. Jerram, Paul F. Samele, Jr., Marie P. Soliani, Paul W. Summers, and Drake L. Waldron, members of the Board of Public Safety Richard L. Zaharek, Douglas J. Benedetto, Christopher H. Cook, and Michael Colangelo, and   Comptroller Alice Proulx, Police Chief Robert Milano, Fire Chief John Field, Torringford Volunteer Fire Chief Brian Cornell, and Burrville Volunteer Fire Chief Jason Noad.  Absent were Councilman James F. McKenna, Commissioners Carolann Kennedy-Pucino, and Thomas T. Telman, Jr., and Drakeville Volunteer Fire Chief Aaron Picz.

        Mayor Quinn called the meeting to order at 7:08 P.M.
        
Mayor Quinn indicated that the purpose of this meeting was solely for the Board of Public Safety to hand over to the City Council the budgets which they had finalized during their last meeting.  A review of the changes made since the City Council received the original budgets will take place.

PUBLIC SAFETY MISC. #040
Line Item 5453.0001 (Cont’n-3 Volunteer Depts.) was increased from $75,000.00 to $82,500.00.  

CIVIL PREPAREDNESS #110
No changes.

CANINE CONTROL #120
No changes.

FIRE DEPARTMENT #130
No changes.

POLICE DEPARTMENT #140
Line Item 5238 (Fuel) was increased from $15,000.00 to $20,000.00.  
TRAFFIC MAINTENANCE #165
No changes.

Mayor Quinn indicated that there was no acceptance of these budgets required and no formal vote would be taken by the Board of Councilmen at this time.  The floor was opened to questions.  

Councilor Jerram pointed out that the growth in the budget was $916,740.00.

Councilor Summers inquired whether the new contracts were included in the budget.

Comptroller Alice Proulx indicated that the Police Department’s contract was still up for negotiations and the wage increases were in a different part of the city budget.  The Fire Department’s contract will expire shortly and there are no dollars in the budget for wage increases.   There is a separate fund for proposed wage increases.

Councilor Summers inquired whether the Traffic Maintenance budget reflected the absorption of two employees from the Parking Authority.

Mayor Quinn indicated that it did.

Councilor Jerram inquired how many officers were reflected in the Police Department’s budget.

Chief Milano indicated that the Police Department had 77 sworn-in officers.

Having no further comments or questions, Councilor Waldron made a motion to adjourn at 7:15 p.m.  Commissioner Colangelo seconded the motion.  Unanimous.
