SPECIAL MEETING
CITY COUNCIL & WPC AUTHORITY
JANUARY 24, 2005
A SPECIAL MEETING of the City Council & WPC Authority was held on Monday, January 24, 2005, in the Council Chambers.
Those in attendance included Mayor Owen J. Quinn, Jr., City Councilors Thomas C. Jerram (arrived at 6:25 p.m.), Paul F. Samele, Jr., James F. McKenna, Paul W. Summers, and Drake L. Waldron, Corp. Counsel Albert Vasko, Public Works Director Gerald Rollett, City Engineer Edward Fabbri, City Planner Martin Connor, WPC Administrator Raymond Drew, and Zoning and Inland Wetlands Enforcement Officer Kimberly Barbieri. Absent was Councilwoman Marie P. Soliani.
Mayor Quinn called the meeting to order at 6:15 p.m.
CONTRACT: PUBLIC SCHOOL ADMINISTRATORS #070
On a motion by Councilor McKenna, seconded by Councilor Waldron, a discussion took place in regard to the Board of Education and Torrington Public School Administrators’ contract effective July 1, 2005 - June 30, 2008.
The contract will automatically go into effect after thirty days (February 5, 2005), if not rejected by the City Council. The next City Council meeting is scheduled for February 7th.
MOTION TO TABLE THE CONTRACT #140
On a motion by Councilor Summers, seconded by Councilor Samele, the Council voted unanimously to table the Administrators’ contract. A special meeting could be called, if any questions arose.
PRESENTATION: WATER POLLUTION CONTROL AUTHORITY #160
On a motion by Councilor McKenna, seconded by Councilor Summers, the Council heard a presentation by Public Works Director, Gerald Rollett , WPC Administrator Raymond Drew, and John W. Braccio, Vice President of Wright-Pierce in order to update the Authority on the status and recommendations concerning the following:
WPCF Facilities Planning Study
Regional Grease Facility
Sewerage System Master Plan
No action was taken. A Public Hearing will be scheduled in the future.
SMALL CITIES: PROJECT #143-217 #2080
On a motion by Councilor Jerram, seconded by Councilor Samele, the Council voted unanimously to authorize a change order in the amount of $705.00 from Small Cities SC2002 for an emergency heating system on Project #143-217.
SMALL CITIES: PROJECT #143-218 #2090
On a motion by Councilor Jerram, seconded by Councilor Samele, the Council voted unanimously to authorize a 0% deferred loan in the amount of $3,684.00 from Small Cities SC2002 for an emergency heating system on Project #143-218.
ADJOURNMENT #2100
On a motion by Councilor Summers, seconded by Councilor Samele, the Council voted unanimously to adjourn at 7:11 p.m.
