             SPECIAL JOINT MEETING OF THE
BOARD OF COUNCILMEN AND THE BOARD OF PUBLIC SAFETY
             APRIL 12, 2004

A   SPECIAL JOINT MEETING OF THE BOARD OF COUNCILMEN AND THE BOARD OF PUBLIC SAFETY was held on Monday, April 12, 2004, in the Council Chambers in order for the Board of Public Safety to present their budgets to the City Council.

                 Those attending included Mayor Owen J. Quinn, Jr., City Council members Thomas C. Jerram, Marie P. Soliani, James F. McKenna, Drake L. Waldron, and newly appointed member, Paul W. Summers, members of the Board of Public Safety, Richard L. Zaharek, Douglas J. Benedetto, Christopher H. Cook, Carolann Kennedy-Pucino, Michael Colangelo, and Thomas T. Telman, Jr., Comptroller Alice Proulx,  Police Chief Roger Janelle, Fire Chief John Field, Deputy Fire Chief Jaye Giampaolo, Torringford Volunteer Fire Chief Brian Cornell, Drakeville Volunteer Fire Chief Aaron Picz.

Mayor Quinn called the meeting to order at 6:30 p.m. and immediately recessed to call the special City Council meeting to order, momentarily, to perform the swearing-in of Paul W. Summers as Councilman in order to have a quorum for this meeting.

Mayor Quinn re-convened the meeting.  (The appointment of Councilor Summers made a quorum for the City Council.)

PUBLIC SAFETY MISC. #1330
                 Budget increase was $49,538.00, due to an increase in the Police Department Hypertension Line Item.

On a motion by Councilor Soliani, seconded by Councilor Waldron, the board voted to give tentative approval to the Public Safety Misc. Budget.  

CIVIL PREPAREDNESS #1420
On a motion by Councilor Jerram, seconded by Councilor Soliani, the board voted to give tentative approval to the Civil Preparedness Budget.

CANINE #1440
On a motion by Councilor Jerram, seconded by Councilor Soliani, the board voted to give tentative approval to the Canine Budget.

FIRE DEPARTMENT #1520
On a motion by Councilor Jerram, seconded by Councilor McKenna, the board voted to give tentative approval to the Fire Department Budget.

Chief Field had added a line item for capital expenditures totaling $33,200.00, thereby increasing his budget of $3,754,748.00 by the $33,200.00.   Chief Field indicated that boiler repairs had been included in the Building Maintenance Line Item, therefore some fluctuation in that line item may be possible.

Councilor Jerram inquired about the status of the new vehicle that was requested last year.   Chief Field indicated that it was currently in discussion with the Vehicle Replacement Committee.  

Mayor Quinn stated that the vehicle was outside the budget process at this time.  

POLICE DEPARTMENT #1620
On a motion by Councilor Jerram, seconded by Councilor Soliani, the board voted to give tentative approval to the Police Department Budget.

TRAFFIC #1650
On a motion by Councilor Jerram, seconded by Councilor Waldron, the board voted to give tentative approval to the Police Department Budget.

It was noted that the vehicle in which the city was paying 20% for from a grant was being removed from the budget.

ADJOURN #1690
On a motion by Councilor Waldron, seconded by Councilor Jerram, the board voted to adjourn at 7:15 p.m.
