MARCH 10, 2003
A SPECIAL MEETING of the City Council & WPC Authority was held on Monday, March 10, 2003, in the Council Chambers to discuss budgets.
Present were Mayor Owen J. Quinn, Jr., City Councilors Thomas C. Jerram, Paul F. Samele, Jr., Marie P. Soliani, David M. Bascetta, Richard E. Dalla Valle, and James D. Reginatto. Also in attendance were Corp. Counsel Albert Vasko, Comptroller Alice Proulx, Purchasing Agent Charlene Antonelli, Building Official Francis Cardello, Republican Registrar of Voters Amelia K. Waldron, Republican Deputy Registrar of Voters Roberta Waldron, Democratic Deputy Registrar of Voters Nan Samele, Personnel Director Thomas Gritt, City Planner Martin Connor, Director of Elderly Services Nancy Gyurko, Tax Assessor Brian Lastra, and Director of Social Services Yvonne Adorno.
Mayor Quinn called the meeting to order at 6:30 p.m.
BOARD OF TAX REVIEW #110
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted unanimously to tentatively approve the Board of Tax Review Budget.
BOARDS AND AGENCIES #120
Councilor Soliani indicated that she was approached by someone who was spearheading the March for Breast Cancer and was looking for a donation of $125.00 from the City.
Further information would be forthcoming on this budget prior to the next meeting.
BUILDING #275
Communication Systems remained at $1,200.00
Vehicle Replacement was decreased to $5,454.00
Overtime was reduced to zero
Regular Wages was increased by $2,000.00 to $196,344.00
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted unanimously to table the Building Budget until Ms. Proulx could make the adjustments.
COMPTROLLER #870
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted, with the exception of Councilor Reginatto who abstained, to tentatively approve the Comptroller’s Budget.
CORPORATION COUNSEL #900
Miscellaneous expense was reduced to $2,000.00
Office Supplies was reduced to $1,500.00
On a motion by Councilor Dalla Valle, seconded by Councilor Reginatto, the Council voted unanimously to tentatively approve the Corporation Counsel’s Budget with the two amendments to Miscellaneous Expense and Office Supplies.
COUNCIL #1060
The Council suggested not taking any pay for the next budget year in good faith to show their commitment to saving the city money.
Mayor Quinn commended the Council for their offer, however he noted that $7,901.00 was a drop in the bucket for an $87 million budget.
On a motion by Councilor Reginatto, seconded by Councilor Dalla Valle, the Council voted unanimously to tentatively approve the Council’s Budget the way it stood.
Councilor Dalla Valle pointed out that, by City rules, neither member of the board should vote on this budget.
ELECTION #1160
Discussion should take place with the City Clerk in regard to possibly having to create a mechanism for putting money aside for the future purchase of new voting machines.
On a motion by Councilor Soliani, seconded by Councilor Jerram, the Council voted unanimously to table the Election Budget until such time as the City Clerk could be consulted.
PERSONNEL #1250
On a motion by Councilor Dalla Valle, seconded by Councilor Reginatto, the Council voted unanimously to reduce Line Item 5526 - Labor Negotiation fee by $3,000.00 to $72,000.00.
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted to tentatively approve the Personnel Budget.
PLANNING & ZONING #1450
On a motion by Councilor Dalla Valle, seconded by Councilor Samele, the Council voted unanimously to tentatively approve the Planning & Zoning Budget.
PURCHASING #1550
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted unanimously to tentatively approve the Purchasing Budget.
REGISTRARS #1840
On a motion by Councilor Jerram, seconded by Councilor Bascetta, the Council voted unanimously to reduce line item 5350, New Equipment F & F by $6,700.00.
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted unanimously to tentatively approve the Registrars Budget with a bottom line of $115,847.00.
SERVICES FOR THE ELDERLY #2080
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted unanimously to tentatively approve the Services for the Elderly Budget as it stood.
TREASURER #2420
The additional $10,000.00 under regular wages was budgeted to pay for the Assistant Treasurer’s replacement for twelve weeks.
On a motion by Councilor Reginatto, seconded by Councilor Dalla Valle, the Council voted unanimously to table the Treasurer’s Budget.
BOND REDEMPTION #2710
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted unanimously to tentatively approve the Bond Redemption Budget.
DEBT INTEREST AND EXPENSE #2870
On a motion by Councilor Dalla Valle, seconded by Councilor Soliani, the Council voted unanimously to tentatively approve the Debt Interest and Expense Budget.
DATA PROCESSING #3000
Under discussion, it was noted that $37,300 was already in the current budget for an additional person in the Data Processing Department.
Councilor Jerram suggested hiring someone on a yearly contractual arrangement.
Councilor Dalla Valle made a motion to tentatively approve the Data Processing Budget, based on information given by Alice Proulx that she had given up the half time position in her office in hopes that she would share the additional person in the Data Processing Department.
Councilor Soliani seconded the motion. Unanimous.
SOCIAL SERVICES #010 TAPE #2
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted unanimously to tentatively approve the Social Services Budget, based on the fact that the projected revenue to offset this budget should be around $40,000.00.
ASSESSOR #140
On a motion by Councilor Dalla Valle, seconded by Councilor Jerram, the Council voted unanimously to tentatively approve the Assessor’s Budget.
On a motion by Councilor Dalla Valle, seconded by Councilor Soliani, the Council voted unanimously to adjourn.
