Minutes
1. Vote to accept the minutes from the special meeting held jointly with the Board of Finance and the Board of Public Safety on November 25, 2014.
2. Vote to accept the minutes from the regular meeting held December 1, 2014.

3. Vote to open the meeting to the public.
Small Cities
4. Vote to authorize the following transfers from Fund #270 into Fund #277 upon receipt of
drawdown #10:
a) $ 3,400.00 for Project #143-395
b) $25,65000 for Project #143-341
5. Vote to authorize a payment of $75.00 from Fund #270 to the City of Torrington for a Title Search done on Project #143-397 upon receipt of drawdown #10.
Purchase Mower – Parks Dept.
6. Vote to accept the authorization of the Fleet Manager, Street Superintendent and Purchasing Agent to waive the bid process and authorize the Mayor to award the purchase of a 72” Side Discharge Steiner Model 440 Mower with attachments for $36,663.45 to Bacher Corporation of Connecticut of East Windsor, CT and have the Mayor act on the behalf of the City for the execution and administration of the contract.
Sanitary Sewer Capital Improvement
7. Vote by the City Council herein acting as the Water Pollution Control Authority to approve a payment from Fund #490 for Capital Project D-2A East Drainage Basin Rehabilitation in the amount of $2,150.00 to Weston & Sampson for Invoice #440055 dated December 3, 2014.
Building Department Report
8. Vote to accept the Building Department Report for October 2014.
Franklin St./Franklin Dr. Grants
9. Vote to adopt a resolution authorizing the Mayor to enter into an agreement with State of CT Dept. of Economic Development regarding a $100,000 grant for 100 Franklin Drive.
10. Vote to adopt a resolution authorizing the Mayor to enter into an agreement with State of CT Dept. of Economic Development regarding a $1,000,000 grant for 100 Franklin Street.
Appointments: Arts & Culture Commission
11. Vote to approve the Mayor’s re-appointment of Jacque Williams, Michael McAllister and Edward Cannata to the Arts & Culture Commission for four-year terms to expire December 31, 2018.
12. Vote to approve the Mayor’s appointment of Vincent Chaigne to the Arts & Culture Commission completing a four-year term expiring December 31, 2015.
