1. Vote to accept the minutes of the special meeting held on February 28, 2011.
2. Vote to open the meeting to the public.
3. Vote to award the Small Cities Community Development Program Administrator RFP #SCA-011-021811 to
L. Wagner & Assocs. Inc. of Waterbury, CT
4. Vote by City Council herein acting as the Water Pollution Control Authority to accept the recommendation of the WPCA Administrator to approve the Application and Agreement with CTDEP for the purchase of “Analyzer Equipment for the Optimization of the Denitrification Process at the Wastewater Treatment Facility”.
5. Vote by City Council herein acting as the Water Pollution Control Authority to accept the recommendation of the WPCA Administrator and the Purchasing Agent to sole source the purchase “Analyzer Equipment for the Optimization of the Denitrification Process at the Wastewater Treatment Facility” from Hach in the amount of $34,210.14.
6. Vote to extend the current bid contract for FY 11/12 for the Electrical Contract for the City of Torrington to Connole’s Electric LLC of Torrington at the current rate of $44.50/hour with the same terms and conditions as are currently in effect.
7. Vote to approve payment of $2,500.00 from Municipal Renovations Fund #316 to Horizon Engineering for Professional Services rendered between January 29, 2011 and February 25, 2011.
8. Vote to approve the following payments:
