7:00 PM PUBLIC HEARING: To set the sewer use charge for the year beginning July 1, 2009 and ending June 30, 2010 as follows:

For Residential Users:  Not Less than $188.00, nor more than $194.00 per dwelling unit
For All Other Users:  Not Less than $188.00, nor more than $194.00 per 65,000 gallons of volume of flow

2.
Vote by the Board of Councilmen acting as the Water Pollution Control Authority to set the sewer use charge for the year beginning July 1, 2009 and ending June 30, 2010 as follows:

For Residential Users     $194.00 per dwelling unit
For All Other Users       $194.00 per 65,000 gallons of volume of flow

3.
Vote by the Board of Councilmen acting as the Water Pollution Control Authority to approve WPCA Budget for year beginning July 1, 2009 and ending June 30, 2010.

4.
Vote by the Board of Councilmen acting as the Water Pollution Control Authority to approve WPCA Five-Year Capital Improvement Budget/Program for year beginning July 1, 2009 and ending June 30, 2014.

5.
Vote by the Board of Councilmen acting as the Water Pollution Control Authority to approve WPCA Trucked Waste Fee Schedule for year beginning July 1, 2009 and ending June 30, 2010.

Vote to waive the bid process and accept the State Bids for the purchase of two plow truck chassis and two dump bodies for fiscal year 2008-2009 out of Acct. #0309.5900.0105, tabled by City Council on April 20, 2009.

Vote to appoint James A. Thibault of Torrington to the Economic Development Commission to fill a vacancy left by the resignation of William DeDominicis for a term expiring February 9, 2014.

Vote to approve payment from fund # 0288 to the Register Citizen for Invitation to Bid Ad placed for Site Improvements for the Willow Gardens Project in the amount of $200.00.

12.
Vote to accept the Building Dept. Report for the month of April, 2009.

13.
Vote to waive the bid process and accept 8 state bids for roadway work and materials for fiscal year 2009-2010 per Director of Public Works Memo dated May 12, 2009.

14.
Vote to waive the bid process and purchase Confined Space Equipment for the Torrington Fire Department from Shipman's Fire Equipment Co., Inc., Waterford, CT in the amount of $16,783.00 per the Purchasing Agent's recommendation dated May 12, 2009, and having been approved by the Board of Public Safety on May 13, 2009.

15.
Vote by the Board of Councilmen acting as the Water Pollution Control Authority to award a contract for the Sanitary Sewer Pump Station at Felicity Lane to W.W. Manchester Construction Co., Inc. in the amount of $74,811, from the WPCA Sanitary Sewer Capital Improvement Account, per the Purchasing Agent's recommendation dated May 12, 2009.

Vote to approve the following payments from the Municipal Renovations Fund #0316.
