MONDAY, OCTOBER 6, 2008  -  6:30 P.M.

COUNCIL CHAMBERS
1.     Vote to accept the minutes of the regular meeting held September 15, 2008.

2.     Vote to open the meeting to the public.

A.  Certificates of Appreciation awarded to Summer Interns.

3.     Vote to waive the bid process and award the contract for Horticultural and Related Services for Coe Memorial Park to the Garden Goddess. (Tabled on 09/15/08)

4.     Vote to adopt a Resolution and authorize the Mayor to enter into and amend contractual
         instruments with the State of Connecticut Department of Social Services for a Special Funding
        for Municipalities Program.    

5.     Vote to accept the Purchasing Agent’s recommendation to award a unit price contract for the Sanitary Sewer Repair at Belleview Avenue to the low responsive bidder, P & G Pepper Construction of Torrington, CT at a cost of $89,828.00.

6.     Vote to accept the recommendations from the Purchasing Agent and the Fleet Manager to purchase a 3/4 Ton Ford F250 Supercab or equivalent with an 8 foot bed from Litchfield Ford for $24,622.00.  (For Parks & Recreation Department.)

 7.     Vote by the Water Pollution Control Authority to execute Addendum No.1 to Amendment No.10 to authorize Wright-Pierce to proceed with the Final Design of a Temporary Pump Station at Felicity Lane.

 8.     Vote to schedule a Special Meeting of the Water Pollution Control Authority on Monday, October 27, 2008 at 6:30 p.m. for the purpose of:

A. Discussion & Presentation of Capital Projects
1. Fats, Oil and Grease Facility
2.  Toro Field Siphon Rehab
3.  East Drainage Basin Rehab
B.  Vote to make corrections to Sewer Service Area Map dated March 7, 2005.

C.  Vote to amend Water Pollution Control Plan

9.     Vote to approve the Municipal Renovation Committee’s recommendation for the Traffic Barn construction bids.  

10.     Vote to approve the Municipal Renovation Committee’s recommendation for the Commissioning Agent for City Hall renovations.

(Paperwork for Items 9 & 10 will be sent to you on Friday under separate cover.)

11.     Vote to authorize the payment of $74.58 from Municipal Renovations Fund #0316 to Republican American for ad concerning Request for Commissioning Services for Renovation to City Hall.

12.     Vote to approve the request from the Democratic and Republican Registrar of Voters for an increase in salary of 4% per year, (for the next two years.)

13.     Vote to authorize the payment of $750.00 from Small Cities Fund #288 to Preiss / Breismeister P.C. for professional services rendered through August 31, 2008 for the roof replacement at the Willow Gardens Senior Housing Project.

14.     Vote to open the meeting to the public on “agenda items” only.

15.     Vote to consider business presented by Department Heads.

16.     Vote to consider business presented by the Mayor and members of the City Council.
