4.      Acting Herein as the Water Pollution Control Authority, vote to approve the following payments from Fund #490 Sanitary Sewer Capital Improvement for Capital Project D-2Ab East Sewer Basin Rehabilitation Project, Capital Project D-14 Capacity Management Operation and Management Plan (CMOM).

5.      Acting Herein as the Water Pollution Control Authority, vote to authorize the Mayor to execute the “Maintenance Agreement By and Between the City of Torrington Water Pollution Control Authority and The Hemlocks Manufactured Housing Community” to ensure the effective operation and management of the Community Sewerage System.


6.      Vote to adopt Resolution #143-17-11 authorizing the Mayor to sign a Police and Youth Program grant award.

7.      Pending Board of Public Safety Approval on June 7, 2017, vote to accept the Fire Chief’s, Deputy Fire Chief’s and Purchasing Agent’s recommendation and authorize the Mayor to award, execute and administer a contract with Resource Management Associates, Inc. of Tinley Park, IL, for Promotion Testing Services for the Fire Department for the amount of $19,950.00.

8.      Pending Board of Public Safety Approval on June 7, 2017, vote to accept Lt. Rouleau’s and the Purchasing Agent’s recommendation and authorize the Mayor to award by line item, and execute and administer a contract for Protective Police Gear, as follows:
•     Keisler Police Supply of Jeffersonville, IN, for the annualized estimate of $16,385.10
•     Connecticut Police Supply of Newington, CT, for the annualized estimate of $3,502.50

9.      Pending Board of Public Safety Approval on June 7, 2017, vote to accept the Fire Chief’s, Deputy Fire Chief’s and Purchasing Agent’s recommendation to waive the bid process and authorize the Mayor to award, execute and administer a contract for the purchase of Radio Communication Equipment to replace 17 units, from Marcus Communications of Manchester, CT, off State Contract #14PSX0073 for a total cost of $14,878.40.

8.      Vote to accept Corporation Counsel’s recommendation and authorize the Mayor, pursuant to CGS §12-179, to release the sewer use lien described in Atty. LaMere’s Memo dated June 5, 2017.

9.      Vote to accept the recommendation of the Tax Collector and authorize the 17 tax refunds indicated on the list dated June 5, 2017.

10.     Herein acting as the Water Pollution Control Authority, vote to accept the recommendation of the Tax Collector and authorize the seven sewer usage fee refunds indicated on the list dated June 5, 2017.

11.     Vote to approve the following payments from Small Cities Fund #272:
