PUBLIC HEARING:  To consider the adoption of a proposed City Ordinance prohibiting vehicle repair in city streets.

1.       Vote to adopt Ordinance 180-20 “Repairing vehicles in street prohibited”, as follows:

(a)     No person shall disassemble, assemble, repair, maintain or alter, except in an emergency, any vehicle within the city on any road, street, public passway, parkway, highway or upon any area used for vehicular travel.
(b)     Any person who violates this section shall receive a written verbal warning for the first offense and shall remove said vehicle within 48 hours of receipt of the written verbal warning.  
(c)     Any person who subsequently violates this section shall be fined $45.00 for a second offense of this section and $90.00 for a third offense and each offense thereafter.

5.      Vote to open the meeting to the public.


6.      Vote to accept the Purchasing Agent’s recommendation and authorize the Mayor to extend the current bid contract for FY17/18 with Connole’s Electric, LLC of Torrington with the current pricing of $52 per hour for Journeymen and $34 per hour for Apprentice.


7.      Vote to accept the Purchasing Agent’s recommendation and authorize the Mayor to award, administer and execute a contract with Still River Gardens, LLC of Litchfield for the maintenance of downtown garden beds and planters for $10,467.


8.      Vote to authorize the Mayor to execute a three-year contract extension of the Municipal Refuse and Recyclable Material Collection contract with USA Hauling & Recycling.


9.   Acting herein as the Water Pollution Control Authority, vote to approve the following payments from Fund #490 Sanitary Sewer Capital Improvement for Capital Project D-2Ab East Sewer Basin Rehabilitation Project, Capital Project D-14 Capacity Management Operation and Management Plan (CMOM) and Capital Project D-1Aa Central Drainage Basin SSES.

10.     Vote to approve a payment of $118.32 from Fund #250 to the Republican-American for a Program Income Amendment Notice placed for the Small Cities Program.

11.     Vote to approve the FY16/17 Budget Amendments and Transfers requested in the Comptroller’s Memo dated April 12, 2017, pending Board of Finance authorization on April 18, 2017.


12.     Vote to accept the recommendation of the Tax Collector and authorize the eight tax refunds indicated on the list dated April 17, 2017.


13.     Herein acting as the Water Pollution Control Authority, vote to accept the recommendation of the Tax Collector and authorize the six sewer usage fee refunds indicated on the list dated April 17, 2017.


14.      Vote to accept the Building Department Report for March 2017.
