BOARD OF PUBLIC SAFETY
June 5, 2013
A REGULAR MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wednesday,
June 5, 2013.
Those in attendance included Mayor Ryan J. Bingham, Corporation Counsel Raymond Rigat, Commissioners Angelo LaMonica, Douglas Benedetto, Darlene Battle, Richard Zaharek and Christopher Cook, along with Fire Chief Gary Brunoli, Deputy Fire Chief Christopher Pepler, Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick, Officer Steven Pisarski, and Campion Ambulance Director of Operations Fred Rosa. Drakeville Fire Chief Maccalous, Torringford Fire Department President Brian Cornell and Burrville Fire Chief Jason Andrews were also present. Commissioner James Potter was absent.
Mayor Bingham called the meeting to order at 6:30 p.m.
PROMOTIONAL CEREMONY
Police Lieutenant David Wood was pinned with his badge and took his oath of office.
PRESENTATION: LIFESAVING AWARDS
Deputy Fire Chief Pepler recognized Darren Centrella, Riley Centrella, and their mother Jamie Centrella, saying they had the courage to help their neighbor in cardiac arrest on February 11, 2013.
He also recognized Tracy Covington and Liza Pinella who used their combined skills to help a person in cardiac arrest on April 19, 2013, along with the Crew of Engine 2: Fire Capt. Joseph McElroy, Fire Lt. Scott Hutson, Firefighter James Brown, and Firefighter Michael Brown. He said it makes him proud to know there are people in this community who are not afraid to step up. People like you make Torrington a great place, he said.
Mr. Rosa recognized the dedication of Paul Rabeuf, EMS and Emergency Management Coordinator~for Charlotte Hungerford Hospital.
MINUTES
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to accept the minutes of the Regular meeting held May 1, 2013.
OPEN TO THE PUBLIC
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to open the meeting to the public.
Rick Campanelli expressed his gratitude for the firefighters who helped him during and after his house fire.
EXECUTIVE SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to enter Executive Session under Fire Department Personnel, inviting Atty. Rigat, Chief Brunoli and Deputy Chief Pepler at 6:50 p.m.
OPEN SESSION
On a motion by Commissioner Cook, seconded by Commissioner Battle, the Board voted unanimously to enter Open Session at 7:00 p.m.
FIRE DEPT. TRAINING OFFICER: D. TRIPP
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to promote FF David Tripp to the position of Training Officer, effective Sunday, June 9, 2013.
POLICE CHIEF'S REPORT
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to accept Chief Michael Maniago’s Report for April 2013.
Commissioner Benedetto asked about the Regional Animal Control Facility. Chief Maniago said we will regionalize with Goshen and Litchfield on July 1st, with some scheduled remodeling and plans for a new vehicle. Mayor Bingham added that the Litchfield Hills Council of Elected Officials used grant funds to hire an architect for this facility.
Commissioner Benedetto asked about the rapid deployment active shooter training. Chief Maniago said that curriculum is prepared and they will coordinate with the school's schedule. Commissioner Zaharek requested a preview be given to the Board.
Commissioner Benedetto asked if Chief Maniago met with Marcus Communications. Chief Maniago said
yes, the quote for radio system repairs is roughly $193,000. They are meeting to review the proposal on
June 11, 2013.
Commissioner Benedetto asked if any feedback was received regarding the downtown patrol. Chief Maniago replied that shop owners and Coe Park visitors like to see the officers walk through.
Commissioner Battle asked how the P.A.L. building purchase is progressing. Chief Maniago said they are in the middle of the offer, with 12 months to conduct business, and are starting to raise funds. He said it is a nice piece of property that will meet their needs.
Commissioner Cook asked how the Lieutenant's exam went. Chief Maniago said Lt. Wood was the first promotion off it.
OFFICER PISARSKI’S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to accept Officer Steven Pisarski's Traffic Division Report for April 2013. Commissioner Benedetto commended Officer Pisarski for the good work he's doing, booting cars. He said he found the school bus violations disturbing. Chief Maniago said an increase was expected when the camera systems were installed. Officer Pisarski reviewed how the camera system works.
FIRE CHIEF'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept Fire Chief Gary Brunoli's Report for April 2013.
EMERGENCY MANAGEMENT REPORT
On a motion by Commissioner Cook, seconded by Commissioner Battle, the Board voted unanimously to accept the Emergency Management Report for April 2013. Chief Brunoli said the State will hold another exercise on June 20th and 22nd.
DEPUTY FIRE CHIEF'S REPORT
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report for April 2013. Commissioner Benedetto asked for a review of the May 6th incident report. Deputy Chief Pepler reported on the Adelaide Terrace fire.
Deputy Chief Pepler said that both Fleet Maintenance and a service center in Attleboro, MA are addressing Engine 4's issues while it is under warrantee.
FIRE MARSHAL'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to accept Fire Marshal Tim Tharau's Report for April 2013.
PUBLIC EDUCATION REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to accept Deputy Fire Marshal Howe's Report for April 2013.
EMS PROVIDER REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept the EMS Provider Activity Report for April 2013.
BUSINESS: DEPT. HEADS
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to consider business by Department Heads.
Chief Maniago reported there are two recruits graduating from the Academy on June 24th, congratulated the Honor Guard for being the best honor guard in the Memorial Day Parade, and said the search of THS lockers and cars went very well with seven canine teams performing a professional operation. He further recognized the Patrol and Detective Divisions for doing a great job every day.
Chief Brunoli reported that entry-level firefighter interviews will be held later this month. He said when promoted to Chief he was asked to provide a six-month report, which he then distributed and reviewed for the Board. He expressed his concern regarding training and response time.
Mr. Rosa said he hopes to reinstitute CPR days.
BUSINESS: VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to consider business by the Volunteer Fire Departments.
Burrville congratulated Lt. Tripp on his promotion.
Drakeville announced the upcoming Litchfield County Fire Chiefs Emergency Planning Meeting where the shared equipment will be available for viewing.
Torringford reported that they took in two new members last month, announced their 16th annual car show on July 12th, and questioned the State's plan to phase out motor vehicle taxes, saying their members will lose the tax abatement benefit. Mayor Bingham replied he doesn't think the phase-out will happen.
BUSINESS: MAYOR & MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.
All Commissioners congratulated those who received awards or were promoted tonight.
Chief Brunoli thanked Commissioner Potter for his service to this Board and to the City.
ADJOURNMENT
On a motion by Commissioner Bendetto, seconded by Commissioner Cook, the Board voted unanimously to adjourn at 7:32 p.m.
