MINUTES                                                                                                                          
BOARD OF PUBLIC SAFETY
May 1, 2013

A  REGULAR MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wednesday,    May 1, 2013.
 
Those in attendance included Mayor Ryan J. Bingham, Corporation Counsel Raymond Rigat, Commissioners Angelo LaMonica, Douglas Benedetto, Darlene Battle, Richard Zaharek and      Christopher Cook, along with Fire Chief Gary Brunoli, Deputy Fire Chief Christopher Pepler, Police Chief    Michael Maniago, Deputy Police Chief Christopher Smedick, Officer Steven Pisarski, and Campion Ambulance  Director of Operations Fred Rosa.  Drakeville Volunteer Fire Department and Torringford Volunteer Fire Department were both represented.  Commissioner James Potter was absent.

Mayor Bingham called the meeting to order at 6:32 p.m.

PROMOTIONAL CEREMONY
Police Detective Steven Krazanowski and Fire Lieutenant Mark Capell were pinned with their badges and took their oath of office.
PRESENTATION:  LIFESAVING AWARDS
To celebrate the success of his crew from Engine 4 in District 1 who, along with their Campion partners, responded to a cardiac arrest on February 11th, Chief Brunoli presented Lifesaving Awards to the following: Lt. Scott Hutson, FF Roland Shaw (Ret.), FF Nicholas Votino and FF Brian Mazzarella.
Chief Brunoli stated that although there was past reluctance to install defibrillators on fire engines, the system currently in place with Campion Ambulance is working, and he thanked the Board for supporting their efforts to keep people safe in Torrington.

MINUTES
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to accept the minutes of the Special meeting held April 2, 2013.

On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept the minutes of the Regular meeting held April 3, 2013.

On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept the minutes of the Special meeting held jointly with the City Council & WPC Auth. on April 8, 2013.

OPEN TO THE PUBLIC      
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to open the meeting to the public.  There was no one present who wished to speak.
EXECUTIVE SESSION
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to enter Executive Session under Police Department Personnel, inviting Atty. Rigat, Chief Maniago and Deputy Chief Smedick, at 6:43 p.m.

OPEN SESSION
On a motion by Commissioner Battle, seconded by Commissioner Zaharek, the Board voted unanimously to enter Open Session at 7:10 p.m.

POLICE LIEUTENANT: D. Wood
On a motion by Commissioner Cook, seconded by Commissioner Battle, the Board voted unanimously to promote Sergeant Wood to the position of Lieutenant, effective Sunday, May 12, 2013.  

UTILITY POLICE INTERCEPTOR
On a motion by Commissioner Cook, seconded by Commissioner Battle, the Board voted unanimously to accept the recommendation of the Purchasing Agent, Fleet Manager, and Police Lieutenant and award the purchase of a 2013 Ford Utility Police Interceptor from MHQ of Middletown CT for $33,998, with an additional estimated cost of $500 for vehicle lettering by a local vendor, pending City Council and Board of Finance approvals.

SEDAN POLICE INTERCEPTOR
On a motion by Commissioner Cook, seconded by Commissioner Battle, the Board voted unanimously to accept the recommendation of the Purchasing Agent, Fleet Manager, and Police Lieutenant and award the purchase of a 2013 Ford Sedan Police Interceptor from MHQ of Middletown CT for $31,625, with an additional estimated cost of $500 for vehicle lettering by a local vendor, pending City Council and Board of Finance approvals.

FIRE CHIEF'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept Fire Chief Gary Brunoli's Report for March 2013.

EMERGENCY MANAGEMENT REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to accept the Emergency Management Report for March 2013.

DEPUTY FIRE CHIEF'S REPROT
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report for March 2013.   Deputy Chief Pepler said they are trying to address Engine 4's issues while it is under warrantee.

FIRE MARSHAL'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to accept Fire Marshal Tim Tharau's Report for March 2013.

PUBLIC EDUCATION REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to accept Deputy Fire Marshal Howe's Report for March 2013.   Commissioner Benedetto commended the report.

POLICE CHIEF'S REPORT
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to accept Chief Michael Maniago’s Report for March 2013.   Chief Maniago updated the Board on the two-way radio system and a plan to rectify the problems.  He said he is working on the COPS hiring grant.  Deputy Chief Smedick reported that the downtown walking patrol has begun and has been going fine.

OFFICER PISARSKI’S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to accept Officer Steven Pisarski's Traffic Division Report for March 2013.  Commissioner Benedetto commended Officer Pisarski for the good work he's doing, booting cars.

EMS PROVIDER REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept the EMS Provider Activity Report for March 2013.  Commissioner Benedetto commended the Fire Department and Campion Ambulance for working well together and saving lives.
BUSINESS:  DEPT. HEADS
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to consider business by Department Heads.

Chief Maniago reported that Officer Sullivan and his canine, "Chase" are now certified to search for illegal drugs and narcotics.  He thanked Commissioner Potter for his service to the City.

Chief Brunoli reported that ten employees took the Training Officer Test on Tuesday, that he anticipates having this promotion ready for the June Board of Public Safety meeting, and that he will have firefighter candidates ready for hire after July 1st.  He agreed that Commissioner Potter will be greatly missed.

Mr. Rosa noted that the numbers of cardiac arrest saves are very impressive.  He said they hope to start a hypothermic protocol in the field.

BUSINESS: VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to consider business by the Volunteer Fire Departments.  

Torringford invited everyone to their upcoming beer & wine tasting fundraiser on May 3rd at Crystal Peak.

BUSINESS:  MAYOR & MEMBERS
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.  

Mayor Bingham read and regretfully accepted a resignation letter from Commissioner Potter, effective June 5, 2013.  He said that Commissioner Potter will be missed.

All Commissioners commended Commissioner Potter's service to the City, thanked Training Officer Hepburn and Officer Anders for their years of service, and congratulated those receiving the Lifesaving Award.

Commissioner Benedetto asked if there is a plan in place for situations such as what recently occurred at the Boston Marathon.  Chief Maniago said their plans are tried and true but may be augmented.  Chief Brunoli added that both services will coordinate their plans.

ADJOURNMENT  
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to adjourn at 7:44 p.m.
