BOARD OF PUBLIC SAFETY
October 3, 2012
A REGULAR MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wednesday, October 3, 2012.
Those in attendance included Mayor Ryan J. Bingham, Members of the Board of Public Safety Angelo LaMonica, Richard Zaharek, Douglas Benedetto, Darlene Battle, James Potter and Christopher Cook, Deputy Police Chief Christopher Smedick, Acting Fire Chief Gary Brunoli, Officer Steven Pisarski, Campion Ambulance Director of Operations Fred Rosa, Burrville Volunteer Fire Chief Jason Andrews, Drakeville Volunteer Fire Chief Michael Maccalous, Torringford Volunteer Firefighter Charles Marciano, and Personnel Director Thomas Gritt.
Mayor Bingham called the meeting to order at 6:30 p.m.
PRESENTATION
Acting Fire Chief Brunoli presented Life Saving Medals to Firefighter Timothy O'Donnell, Probationary Firefighter Randall Patterson, Lieutenant David Tripp, Jr., Firefighter Robert Shopey III Paramedic Alex Limbos, Paramedic Tiffany Cattey, and EMT Paul LaFontaine for their life saving efforts in a cardiac emergency on September 10, 2012.
MINUTES
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto the Board voted unanimously to accept the minutes of the Regular meeting held September 5, 2012.
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept the minutes of the Special meeting held September 25, 2012.
OPEN TO THE PUBLIC
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to open the meeting to the public. There was no one present who wished to speak.
POLICE BODY ARMOR
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to accept the recommendation of the Purchasing Agent and the Training Officer to
award the Police Body Armor bid to New England Uniform Co., of Danbury, CT for $613.60 per vest ($50,928.80 for 83 vests) pending City Council approval. Deputy Chief Smedick explained that their current vests are 5 years old, and the manufacturer recommends their replacement at 60 months.
They will have a 50% reimbursement grant, he said.
ACTING FIRE CHIEF'S REPORT
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to accept Acting Fire Chief Brunoli's report for August, 2012. Acting Chief Brunoli answered Commissioner Benedetto's questions about the REPT meeting, the Public Safety Task Force, animal calls, and lockouts. Commissioner Cook suggested a clearer report to indicate what the calls are about.
FIRE MARSHAL'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to accept The Fire Marshal's Report for August, 2012.
TRAINING OFFICER'S REPORT
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to accept the Training Officer's report for August, 2012.
POLICE CHIEF'S REPORT
On a motion by Commissioner Zaharek, seconded by Commissioner LaMonica, the Board voted unanimously to accept Chief Maniago's Report for August, 2012.
Deputy Chief Smedick answered Commissioner Benedetto's questions about the new traffic clerk, the administrative nature of park and walk calls, traffic enforcement, the Summer Violence Reduction grant, and the extra patrols in Coe Park.
Commissioner Cook reported that Chief Maniago will submit a report on the interrupted radio calls for the next meeting.
OFFICER PISARSKI’S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept Officer Pisarski’s Report for August, 2012. Officer Pisarski reported that he booted a van today, that he sent 20 boot letters out, and that 300 overdue notices were sent out causing income to double.
EMS PROVIDER REPORT
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to accept the EMS Provider Activity Report from Campion for August, 2012.
BUSINESS: DEPT. HEADS
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to consider business by Department Heads.
Deputy Chief Smedick announced the DARE program Bike Show fundraiser October 5th, and reported on the success of the directed patrols in Coe Park.
Acting Chief Brunoli said Firefighter Jared Howe applied to NFPA to partner with the VNA to reach our elderly population to do a program for them working with Mrs. Hodkoski from the Senior Center. This program will be December 3rd and 4th with all expenses paid by NFPA. Acting Chief Brunoli noted the thank you letter received from the Tolland VFD for allowing Drakeville VFD to bring the vacuum tanker to their September 7th event. He reminded the Board about Torrington Fire Department's Open House on October 14th from 12:00 noon to 4:00 p.m. Acting Chief Brunoli said one of the boilers needs repair work which has to go out to bid. This will require some funding movement in his headquarters accounts, he said, and he has enough money in his boiler account and his headquarters account, combined, to take care of it.
Acting Chief Brunoli said he received a resignation from Burrville Deputy Fire Chief Mark Galinsky and thanked him for all his years of service.
Mr. Rosa encouraged all to get a flu shot.
BUSINESS: VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to consider business by the Volunteer Fire Departments.
Burrville reported that Deputy Chief Mark Galinsky asked to have his resignation revoked, has returned, and is now on a one-month leave of absence. Burrville VFD will have a Penny Auction from 11:00 a.m. to 2:00 p.m. on October 14th.
Drakeville announced their Pasta Supper on Friday October 26th from 5:00 p.m. to 8:00 p.m.
Torringford thanked the Acting Chief and Board of Public Safety members who attended their wet-down. He also thanked Acting Chief Brunoli for his support of Fire Police which they are trying to unify to make them more useful to the City of Torrington and neighboring communities.
BUSINESS: MAYOR & MEMBERS
On a motion by Commissioner Cook, seconded by Commissioner LaMonica, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.
Commissioners Battle, Cook, Benedetto and LaMonica congratulated those who received awards and thanked them for their service.
Commissioner Cook thanked Torringford VFD for the wet-down invitation and said it was interesting and a lot of fun.
Commissioner Potter repeated his request for reports from Litchfield County Dispatch on medical calls.
Commissioner Benedetto reported that the corner of High St. and 'hospital hill' has complaints about trees blocking traffic visibility. He said the certified flaggers on the Kennedy Drive construction site are facing the workers in the hole, rather than the traffic. Deputy Chief Smedick said he noticed the same thing and this will be checked. He also thanked Torringford VFD for the wet-down invitation.
Commissioner Potter asked about crosswalks on Torringford West and Harwinton Road. Officer Pisarski said it's designed for pedestrians to cross with the green light, and he will call the DOT again.
Commissioner Zaharek thanked Torringford VFD for the wet-down invitation, saying he was extremely impressed with the outstanding work that was done there.
Commissioner LaMonica thanked Capt. Smith and his crew for what they did for him.

On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to add to the agenda.
EXECUTIVE SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to enter Executive Session under Fire Personnel, probationary firefighter status, at 7:00 p.m., inviting Acting Chief Brunoli and Personnel Director Thomas Gritt.
OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to enter Open Session at 7:19 p.m.
ADD TO AGENDA
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to add to the agenda.
EXECUTIVE SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to enter Executive Session under Personnel for a Fire Chief Search Committee discussion, at 7:20 p.m., inviting Atty. Weaver.
OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to enter Open Session at 8:04 p.m.
ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner Potter, the Board voted unanimously to adjourn at 8:04 p.m.
