BOARD OF PUBLIC SAFETY
August 1, 2012
A REGULAR MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wednesday, August 1, 2012.
Those in attendance included Mayor Ryan J. Bingham, Corporation Counsel Ernestine Yuille Weaver, Members of the Board of Public Safety Angelo LaMonica, Darlene Battle, James Potter, Douglas Benedetto, Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick, Acting Fire Chief Gary Brunoli, Officer Steven Pisarski, Fire Marshal Tim Thareau, Campion ambulance Director of Operations Fred Rosa, Drakeville Volunteer Fire Chief Michael Maccalous, and Torringford Volunteer Fire Chief James Newkirk. Commissioners Christopher Cook and Richard Zaharek were absent.
Mayor Bingham called the meeting to order at 6:48 p.m.
PRESENTATION:
Acting Fire Chief Brunoli invited newly promoted Deputy Fire Marshal Richard Prince and Fire Lieutenant Christopher Pepler to receive their badges. These are two of the people who will help him move the Fire Department forward, he said.
MINUTES
On a motion by Commissioner Potter, seconded by Commissioner Benedetto the Board voted unanimously to accept the minutes of the Regular meeting held July 10, 2012.
OPEN TO THE PUBLIC
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to open the meeting to the public. There was no one present who wished to speak.
ACTING FIRE CHIEF'S REPORT
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to accept Deputy Chief Brunoli's report for June, 2012.
Commissioner Benedetto asked if the trucks are all in working order. Acting Chief Brunoli said yes they are in good working order today.
FIRE MARSHAL'S REPORT
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to accept the Fire Marshal's report for June, 2012.
TRAINING OFFICER'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to accept the Training Officer's Report for June, 2012.
POLICE CHIEF'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept Chief Maniago's Report for June, 2012.
Commissioner Benedetto stated he has an issue with the Police Department overtime at $76,913, as some officers have 107 hours for the month. Chief Maniago said one of those individuals is a member of the Detective Division and gets called in for crimes. He said that person is also a member of the Accident Investigation Team and there were two fatal accidents so far this year. Chief Maniago pointed out that there have been several robberies and a shooting, causing the need for overtime and all the necessary follow-up work. Commissioner Benedetto asked if this interferes with the officer's ability to complete his regular duty. Chief Maniago explained that they cannot exceed 16 hours work on any given day.
Chief Maniago pointed out that this was mentioned all through the budget process, and being shorthanded will cause the overtime to spike. The overtime is offered fairly to all officers, but they may or may not decide to take it, he said.
OFFICER PISARSKI’S REPORT
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to accept Officer Pisarski’s Report for June, 2012.
Commissioner Benedetto asked if any monies have been generated from the Boot Letters that went out. Officer Pisarski said it hasn't been that successful, and that overdue notices for the period from January 1st to the end of May went out last week. So far they've collected almost $5,000, he said.
Chief Maniago added that an Officer was brought off of long-term injury status and placed on light duty in the Traffic Department with Officer Pisarski.
Mayor Bingham asked if there are any results tracked from the license plate scanner. Officer Pisarski said no, because they don't have the software in the computer.
EMS PROVIDER REPORT
On a motion by Commissioner Potter, seconded by Commissioner LaMonica, the Board voted unanimously to accept the EMS Provider Activity Report from Campion for June, 2012.
Commissioner Benedetto asked how the ambulance parking on East Main Street is working out. Mr. Rosa said one incident occurred where roofing nails were thrown in that spot because an individual didn't want the ambulance parked there. This caused four flat tires, he said, so they moved their parking location. He added that a phone call would have sufficed.
BUSINESS: DEPT. HEADS
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to consider business by Department Heads.
Chief Maniago said he has had two graduate from the Police Academy, with two more due in a few weeks. In reference to Mr. Kunesch's issue with traffic on Torringford West Street, he said the midnight shift has been assigned to that detail, and the evening shift will be as well. Regarding the radio, engineers from Georgia and Japan stated they have isolated and repaired the problem with the new digital system. They tested it and found it now works appropriately.
Acting Chief Brunoli thanked Deputy Fire Marshal Fioretti, Firefighter Schapp, Lt. Schroeder and Chief Field for their service to the City. He thanked everyone from the City who attended the hurricane drill on Monday and Tuesday. He said they learned a lot and will continue to make changes to their emergency operations. Acting Chief Brunoli said three job offers were made with a projected start date of September 9th.
Mr. Rosa noted that he appreciated the residents who stepped forward and offered spots for ambulance parking, especially the Torringford Volunteer Fire Department. He said that location is difficult to get out of in heavy traffic and is a little farther away from where they want to be.
BUSINESS: VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Benedetto, seconded by Commissioner Potter, the Board voted unanimously to consider business by the Volunteer Fire Departments.
Drakeville had no report.
Torringford has had one firefighter complete Firefighter 1 training and will have another interior firefighter soon. They have picked up two new firefighters in the last two months. Their Car Show was a success last month, and their rescue truck has been painted and the radio installed.
BUSINESS: MAYOR & MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner Potter, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.
Commissioners LaMonica and Battle congratulated the newly promoted and newly retired.
Commissioners Benedetto and Potter had no business.
Mayor Bingham noted that the Emergency Management training was definitely a good exercise. Having seen the EOC and our First Responders work under both real circumstances and the exercise at the EOC, he said his belief is solidified that we have some great leaders in our Emergency Management Department, Department Heads, and First Responders.
Mayor Bingham sent his prayers to the Cook family as Representative Cook was involved in a car accident this evening.
ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to adjourn at 7:07 p.m.
