A REGULAR MEETING of the Board of Public Safety was held on Wednesday, May 5, 2010, in the Main Room of the Senior Center. Those in attendance included Acting Mayor Drake Waldron, Corporation Counsel Ernestine
Yuille Weaver, members of the Board of Public Safety Gerald Zordan, Richard Zaharek, James Potter, Christopher Cook, and Darlene Battle, Police Chief Michael Maniago, Fire Chief John Field, Deputy Police Chief Christopher Smedick, Traffic Officer Robert Shopey, Deputy Fire Chief Gary Brunoli, Director of Operations at Campion Ambulance Fred Rosa, Torringford Volunteer Fire Chief Lawrence Dauphanais, Drakeville Volunteer Fire Chief Michael Maccalous, and Burrville Volunteer Fire Chief Ken Marques. Commissioner Douglas Benedetto was absent.
Acting Mayor Waldron called the meeting to order at 6:30 p.m.
MINUTES #32 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept the minutes of the Regular Meeting held April 7, 2010.
MINUTES #38 On a motion by Commissioner Cook, seconded by Commissioner Potter, the Board voted unanimously to accept the minutes of the Special Meeting held April 12, 2010. Commissioner Cook abstained.
OPEN TO THE PUBLIC #48 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to open the meeting to the public. There was no one who wished to speak.
COMBINED DISPATCH UPGRADES #62 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept the Purchasing Agent's recommendation to waive the bid process and make additional purchases and continued upgrades from Northwest Communications of Torrington in the amount of $30,129.00 for the Combined Dispatch Center.
POLICE CHIEF'S REPORT #83 On a motion by Commissioner Cook, seconded by Commissioner Zaharek, the Board voted unanimously to accept Chief Maniago's Report for March 2010 and Officer Shopey's Monthly Communication Report for March 2010.
FIRE CHIEF'S REPORT #104 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept Chief Field's Report, Deputy Chief Brunoli's Report, Fire Marshal's Report, and Training Officer's Report for the time periods indicated on their reports.
EMS PROVIDER REPORTS #116 On a motion by Commissioner Zaharek, seconded by Commissioner Cook, the Board voted unanimously to accept the EMS Provider Activity Report from Campion for March 2010.
BUS: DEPT HEADS #126 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to consider business by Department Heads.
Chief Maniago said he's begun training Officer Pisarski to replace Officer Shopey should he retire, and will select a new School Resource Officer for the High School this fall.
Deputy Chief Brunoli updated the Board on the Fire Grants he's applying for.
Campion Director of Operations Rosa said there have been four cardiac saves this month, and one delivery in the field. He reported on the success of some new technologies being used such as interosseous guns and CPAP devices. Mr. Rosa added that a bill regarding the expense of 310 million dollars for a new tower at UConn is a grave concern. He said this money could be better served at local community hospitals, and urged everyone to voice opposition to this bill.
BUS: VOLUNTEER FIRE DEPTS. #506 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to consider business by Volunteer Fire Departments.
Drakeville Volunteer Fire Chief Michael Maccalous reported that their building addition is coming along and the foundation is in. Torringford Volunteer Fire Chief Lawrence Dauphanais reported on an upcoming fundraiser. Burrville Volunteer Fire Chief Ken Marques had no report.
BUS: MAYOR & MEMBERS #531 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.
Commissioner Cook asked Chief Maniago who will replace the School Resource Officer. Chief Maniago said there are four personnel certified to be School Resource Officers, interviews will be held from among those four.
Commissioner Potter questioned the fundraisers for a PAL van, when a school bus is already available. Chief Maniago explained the passenger van will be better used when a small amount of people are being transported, and can be shared for Public Safety needs. Commissioner Potter asked for an update on LCD negotiations. Deputy Chief Brunoli said the subgroups of IT, Construction & Contract Negotiations are continuing to meet to clarify transition costs. He said they will have a better idea next Wednesday, there is no agreement yet.
Commissioner Zaharek asked Chief Maniago, in light of a recent home invasion, about an awareness and prevention program for the Senior Citizens. Chief Maniago said he and Officer Petreface are looking to do something on local access Cable TV to reach more people. He said he is in the process of upgrading their website to make it more interactive for the community.
Commissioner Zordan questioned the sidewalk zebra stripes near the new traffic barn. Officer Shopey said it was painted by the contractor and he doesn't know why.
