MINUTES
BOARD OF PUBLIC SAFETY
NOVEMBER  4, 2009

A REGULAR  MEETING of the Board of Public Safety was held on Wednesday,
November 4, 2009, in the Main Room of the Senior Center.

Those in attendance included Mayor Ryan J. Bingham, Corporation Counsel Ernestine Yuille Weaver, members of the Board of Public Safety Robert Zordan, Richard Zaharek, Douglas Benedetto, James Potter, and Christopher Cook, Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick, Traffic Officer Robert Shopey, Deputy Fire Chief Gary Brunoli, and Volunteer Fire Chiefs Michael Maccalous, Ken Marques, and Lawrence Dauphanais. Commissioner Gerald Zordan and Fire Chief John Field were absent.

Mayor Bingham called the meeting to order at 7:15 p.m.

MINUTES #397
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept the minutes of the Regular Meeting held September 9, 2009. Commissioner R. Zordan abstained.

OPEN TO THE PUBLIC #407
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to open the meeting to the public. No one wished to speak.

OUTSTANDING OFFICER AWARD: STEVEN CLOUTIER #438
Officer Steven Cloutier was presented with the Outstanding Officer of the Year Award, having been elected by his peers. Chief Maniago said Officer Cloutier is pro-active in traffic enforcement, a fine mentor to Field Training Officers, and does exemplary work.

THIRTY YEARS' SERVICE AWARD: RICHARD GOOD #487
Detective Richard Good was presented with a Thirty Years' Service Award. Chief Maniago said Detective Good's years of service are valuable to the Police Department, his investigative skills are a credit to the profession and the department, and his work is outstanding.

RECOGNITION OF FIRE DEPT. PERSONNEL #538
Deputy Fire Chief Brunoli recognized the crew of Engine One, for a job well done assisting Campion Ambulance on East Main Street on September 11, 2009, removing a patient in a stokes basket through a window using the ladder truck.

He also recognized the crew of Engine Three for their quick response and early intervention, regaining the pulse for an unresponsive cardiac arrest victim on October 19th, 2009.

Deputy Fire Chief Brunoli recognized Training Officer Lawrence Hepburn for his work building a training program that will coordinate training for all career and volunteer firefighters in the City.

PARADE TROPHY RECOGNITION: TORRINGFORD VFD #667
Members of the Torringford Volunteer Fire Department showed the Board their trophy earned at a parade on September 20th. They said they were especially proud of having 29 firefighters in the parade, while at the same time sending 4 firefighters to assist Litchfield and still keeping 5 firefighters at their headquarters.

POLICE PROMOTIONS: Angel Rio #718
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to appoint Officer Angel Rio to Patrolman C as a regular member of the Torrington Police Department effective September 23, 2009.

Chief Maniago added that Officer Rio is pro-active, works well with others, and is doing a very good job.

EXECUTIVE SESSION: POLICE PERSONNEL #728
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to enter executive session under Police Dept. personnel at 7:25 p.m. inviting Corporation Counsel, Chief Maniago and Deputy Chief Smedick.

OPEN SESSION #744
On a motion by Commissioner R. Zordan, seconded by Commissioner Potter, the Board voted unanimously to return to open session at 7:36 p.m.

FIRE CHIEF'S REPORT #751
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept Chief Fields Report for September 2009.

DEPUTY FIRE CHIEF'S REPORT #795
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept Deputy Chief Brunoli's Report for September 2009.

FIRE MARSHAL'S REPORT #910
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to accept the Fire Marshals Report for September 2009.

TRAINING OFFICER'S REPORT #915
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to accept the Training Officers Report for September 2009.

POLICE CHIEF'S REPORT #927
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept Chief Maniago's Report for September 2009.
Commissioner Benedetto commended the decrease in unpaid parking fines, the increase in boot letters and the traffic enforcement increases. Commissioner Potter said the Police Dept. is doing a good job keeping overtime down.

TRAFFIC REPORT #1011
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept Officer Shopeys Monthly Communication Report for September 2009. Commissioner Benedetto pointed out that Officer Shopey is also doing a good job with Commercial Violations.

TWO HOUR PARKING: AMHERST ST. #1028
Commissioner Potter made a motion to consider the authorization of "Two Hour Parking During School Hours" on the west edge of Amherst St. between Joseph St. and Oliver St. Commissioner Benedetto seconded the motion.
Officer Shopey explained that neighbors complain about students' trash, and previous school administrators assigned students to clean this trash as part of their in-school suspension punishment. Commissioner Potter suggested the school administrator be contacted to see if he can have his students resolve this issue.
Commissioner Cook made a motion to table this, Commissioner Benedetto seconded, and the motion to table was unanimously approved.

NO PARKING: CALHOUN ST. #1213
Commissioner Potter made a motion to consider the authorization of "No Parking" on the north edge of Calhoun St. from Main St. to Benham St. Commissioner Cook seconded the motion.
Further information will be gathered from residents, business owners and bus drivers.
A motion to table was made by Commissioner Cook, seconded by Commissioner Benedetto, and unanimously approved.
NO PARKING: MORTIMER ST. #1742
On a motion by Comm. Cook, seconded by Comm. Potter, the Board voted unanimously to authorize "No Parking" on the north edge of Mortimer St. from Oak Ave. to Arthur St.

FREE DOWNTOWN PARKING #1844
On a motion by Commissioner Potter, seconded by Commissioner R. Zordan, the Board voted unanimously to authorize Free Downtown Parking at metered locations from Friday, November 27, 2009 through Friday, January 1, 2010.

EMS PROVIDER REPORTS #1855
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept the EMS Provider Activity Report from Campion for Sept. 2009.      
BUS: DEPT HEADS #1882
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to consider business by Department Heads.

Chief Maniago spoke about a crime-mapping program he is starting, to assist with intelligence gathering and the monitoring of officer activity.
Deputy Chief Brunoli spoke about his efforts to standardize equipment, several grants he's applied for, an upcoming food drive, and his apparatus replacement plan to be reviewed next month.
Campion Ambulance Director of Operations Rosa reported on new ambulances and on Torrington being a Heart Safe community.
City Clerk Quartiero reported that the City Council has agreed to accept agendas and back-up material via email. Packets will no longer be mailed out starting with the December meeting. He also reported that due to a schedule conflict, Board of Public Safety meetings will be moved to the third Wednesday of the month starting in January 2010 at 6:30 p.m. instead of 7:00 p.m.

BUS: VOLUNTEER FIRE DEPTS #2428
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to consider business by the Volunteer Fire Departments.

Drakeville Chief Maccalous said their apparatus purchase needs approval so they can go ahead with plans for building an addition to their firehouse.

Burrville Chief Marques reported their training is going well, they will have two more black helmets by end of next month, and their fire police received certificates for completion of the State class.

Torringford Chief Dauphanais had no report, but congratulated all newly elected and re-elected.

BUS: MAYOR & MEMBERS #2580
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.
Mayor Bingham thanked Commissioner Robert Zordan for his years of service on the Board.

ADJOURNMENT #2926
On a final motion by Commissioner Robert Zordan, seconded by Commissioner Cook, the Board voted unanimously to adjourn at 8:30 p.m.
