MINUTES BOARD OF PUBLIC SAFETY JULY 15, 2009

A REGULAR MEETING of the Board of Public Safety was held on Wednesday, July 15, 2009, in the Main Room of the Senior Center.
Those in attendance included Mayor Ryan J. Bingham, Corporation Counsel Ernestine Yuille Weaver, members of the Board of Public Safety Gerald A. Zordan, Richard L. Zaharek, Douglas J. Benedetto, James E. Potter, Christopher Cook and Robert Zordan, Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick, Traffic Officer Robert Shopey, Fire Chief John Field, Fire Lt. Gary Brunoli, Fire Capt. Joseph McElroy, Torringford Volunteer Fire Chief Lawrence Dauphanais, Burrville Fire Chief Ken Marques, Administrative Assistant to the Mayor Stephen Nocera, and Personnel Director Thomas Gritt.
Mayor Bingham called the meeting to order at 7:00 p.m.
MINUTES #19 On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to accept the minutes of the Regular Meeting held June 10, 2009. Commissioners Cook and R. Zordan abstained.

OPEN TO THE PUBLIC #29 On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to open the meeting to the public. No one wished to speak.

CITATIONS: OFFICERS COOPER, SLAIBY, CYR & GALPIN, LT. NEWKIRK #40 Chief Maniago presented Division Level Citations to Officer David Cooper, Officer Ryan Slaiby, Officer Daniel Cyr, and Officer Richard Galpin for having received a Mother's Against Drunk Driving Award on June 11, 2009 for their exception work in the area of DUI Enforcement. Chief Maniago said these officers were extremely proactive in locating DUI violators and made enforcement of intoxicated operators a priority. The same commendations were made for Lt. Newkirk for his work on Underage Drinking.

POLICE PROMOTIONS: DANIEL CYR #267 On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the Board voted unanimously to promote Officer Daniel Cyr to Patrolman C as a regular member of the Torrington Police Department effective 6/23/09.
Chief Maniago added that Officer Cyr is highly reflective of the outstanding personnel in the Police Dept. on the midnight shift, and he highly recommends that Officer Cyr become a permanent member.

EXEC. SESSION: SECURITY #289 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to enter Executive Session under Security at 7:14 p.m., inviting Chief Maniago and Deputy Chief Smedick.

OPEN SESSION #299 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to return to open session at 7:27 p.m.

POLICE CHIEF'S REPORT #306 On a motion by Commissioner Potter, seconded by Commissioner R. Zordan, the Board voted unanimously to accept Chief Maniago's Report for June 2009.
Commissioner G. Zordan asked about the number of Narcotics Related Arrests increasing by over 40%. Chief Maniago replied that this is due to several things: 1) Group arrests with several people arrested at one time, 2) The generation of public response with information leading to arrests, and 3) The Narcotics Unit itself being more proactive.

TRAFFIC REPORT #355 On a motion by Commissioner Potter, seconded by Commissioner R. Zordan, the Board voted unanimously to accept the Traffic Report for June 2009.
Commissioner Benedetto asked about the lack of boot letters being sent out. Officer Shopey replied that they are five weeks behind in deposits and cannot send out letters until he's sure the payments haven't already been made. Chief Maniago added that officers are being utilized on special assignments to fill overtime openings created by officers being out sick or on vacation. They are working dual roles for the next several months; and the work will get done, but maybe not in the time frame desired. Commissioner Benedetto said the outstanding $430,000 is a big number.

ADD TO AGENDA, SECTION B #426 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to consider business in Section B.

POLICE MOBILE REPORT WRITING SYSTEM #440 Chief Maniago said after submitting the original quote for the combined dispatch in-car reporting system, there were additional items they considered – the service contract, some improvements to the existing computer infrastructure necessary for the successful deployment of the system, and the site survey. They money is coming out of the Narcotics Unit Asset Forfeiture.

FIRE CHIEF'S REPORT #497 On a motion by Commissioner Potter, seconded by Commissioner R. Zordan, the Board voted unanimously to accept Chief Field's Report for June 2009.
Commissioner Benedetto asked about firefighters working in the Northend Fire Station on Comp Time. Chief Field replied that a little work had to be completed, and the project is all done now.

POLICE MOBILE REPORT WRITING SYSTEM #526 On a motion by Commissioner Potter, seconded by Commissioner Zaharek, the Board voted unanimously to approve the added expenditures in the amount of $11,852.00 for the upgrade to the Police Mobile Report Writing System from Accucom Consulting, Inc. pending City Council approval, and per the Purchasing Agent's recommendation.

FIRE MARSHAL'S REPORT #532 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept the Fire Marshals Report for June 2009.

TRAINING OFFICER'S REPORT #553 On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to accept the Training Officers Report for June 2009.

EMS PROVIDER REPORTS #560 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept the EMS Provider Activity Report from Campion for June 2009.

BUS: DEPT HEADS #598 On a motion by Commissioner Potter, seconded by Commissioner Zaharek, the Board voted unanimously to consider business by Department Heads.
Chief Maniago said the character of the five officers who received citations were representative of the entire department. He commended the EMS Providers, the Fire Dept. and his own command staff for their efforts in coordinating an outstanding Fourth of July event from the Public Safety aspect. Chief Maniago pointed out that Officer Shopey has been the primary architect of the Fourth of July plan since the fireworks were first reinstituted in 2004.
Chief Field thanked the City for allowing them to do some training on Machuga Lane, a construction grant application was submitted jointly with Torringford VFD, and they are diligently working with Drakeville to get a tanker.

BUS: VOLUNTEER FIRE DEPTS #655 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to consider business by the Volunteer Fire Departments.
Burrville Chief Marques said they have their all-time highest number of members with 24 active firefighters and 10 black helmets. Torringford Chief Dauphanais said they too have their highest membership, as well as a waiting list.

BUS: MAYOR & MEMBERS #697 On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety. Commissioner Benedetto pointed out the need to check the height of low-hanging utility wires in the Squire Hill area and the tree-covered road sign on Saw Mill Hill Rd. He asked about a traffic signal at the top of Kennedy Dr. now that it
is re-lined. Officer Shopey explained the year-long procedure to obtain traffic signal approval from the State Traffic Commission. He said signage would be installed in the next few days. Commissioner Benedetto commended the Torringford VFD Car Show.

BUS: MAYOR & MEMBERS CONT'D Commissioner Zaharek inquired into the cell-block work at the Police Dept. Chief Maniago explained how they are working around the cells without being completely shut down. He said they are installing smaller scale mesh over the vent grates, filling in underneath the bunks, installing plexi-glass over the cell door bars, upgrading the booking desk to make it safer for the booking officers and the prisoners being booked, and installing video monitoring.
Commissioner Potter commended the career and volunteer fire departments for working together at the Machuga burn, which went well.
Commissioner Cook congratulated the officers who received citations.
Commissioner R. Zordan said the car show was enjoyable.
Campion Director of Operations Rosa* reported that four new ambulance chassis were ordered and, now that training has been completed, a new medical device will be installed on all ambulances called an "EZ-IO" for IV infusions at times when IV access is not available through other means. *Note: tape is inaudible at this point |
EXEC. SESSION: PERSONNEL #896 On a motion by Commissioner Potter, seconded by Commissioner R. Zordan, the Board voted unanimously to enter Executive Session under Personnel at 7:45 p.m., inviting Chief Field and Personnel Director Thomas Gritt.

OPEN SESSION #910 On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to return to open session at 8:38 p.m.

ADD TO AGENDA #918 On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to add an item to the agenda.

DEPUTY FIRE CHIEF APPOINTMENT: LT. BRUNOLI #928 Commissioner G. Zordan made a motion to authorize the Personnel Director to offer the position of Deputy Fire Chief to Lt. Gary Brunoli effective July 20, 2009. The motion was seconded by Commissioner Benedetto and unanimously approved.

ADJOURNMENT #938 On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to adjourn at 8:39 p.m. Lt. Brunoli thanked the Board saying it would be an honor and a privilege to serve as Deputy Chief. |
