MINUTES
BOARD OF PUBLIC SAFETY
APRIL 23, 2009

A SPECIAL  MEETING of the Board of Public Safety was held on Thursday, April 23, 2009, in the Senior Center Main Room.

Those in attendance included Mayor Ryan J. Bingham, members of the Board of Public Safety Gerald A. Zordan, Richard Zaharek, Douglas J. Benedetto, James E. Potter, Christopher Cook and Robert C. Zordan, Police Chief Michael Maniago, City Councilman Michael Colangelo, numerous members of the Torrington Police Department and Personnel Director Thomas Gritt.

Mayor Bingham called the meeting to order at 6:30 p.m.

EXEC. SESSION #14
On a motion by Commissioner Potter, seconded by Commissioner G. Zordan, the Board voted to enter executive session at 5:31 p.m.  Chief Maniago, Bruce Daveys and Thomas Gritt were invited. Commissioner Benedetto and Commissioner Cook were opposed to the motion. The motion carried.    

OPEN SESSION #65
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to return to open session at 7:24 p.m.

PERSONNEL PROMOTIONS #71
Commissioner Benedetto made a motion, seconded by Commissioner R. Zordan, to promote Captain Christopher Smedick to the position of Deputy Police Chief effective April 27, 2009. It was unanimously approved.

Commissioner Cook made a motion, seconded by Commissioner Zaharek, to promote Lieutenant Francis Balzano to the position of Police Captain effective April 27, 2009. It was unanimously approved.

Commissioner Zaharek made a motion, seconded by Commissioner Benedetto, to promote Sergeant Kerwin Anders to the position of Police Lieutenant effective April 27, 2009. It was unanimously approved.

Commissioner R. Zordan made a motion, seconded by Commissioner G. Zordan, to promote Officer James Delay to the position of Police Sergeant effective April 27, 2009. It was unanimously approved.

Commissioner Potter made a motion, seconded by Commissioner Benedetto, to promote Officer Richard Dowd to the position of Police Detective effective April 27, 2009. It was unanimously approved.

ADJOURNMENT #173
On a motion by Commissioner Benedetto, seconded by Commissioner Potter, the board voted unanimously to adjourn at 6:52 p.m.
